Background

The Federal Emergency Management Agency (FEMA) is the nation’s lead agency for disaster preparedness, response, recovery, and mitigation. Established in 1979 to consolidate federal emergency management functions, FEMA helps people before, during, and after disasters by coordinating resources, supporting state, local, tribal, and territorial governments, and assisting affected communities. As part of the U.S. Department of Homeland Security, FEMA plays a critical role in strengthening the nation’s resilience to natural disasters, emergencies, and other hazards.

Objective and Scope

FEMA OCIO Operations and Maintenance (O&M) Program

The program provides comprehensive IT operations, maintenance, and modernization support to ensure FEMA personnel have secure, reliable, and efficient technology services to carry out their mission. Key objectives include maintaining high availability of critical systems and end-user services, enhancing cybersecurity and operational resilience, improving service delivery and user experience, and driving continuous innovation through modern technologies and process improvements. Through close collaboration with FEMA stakeholders, GovCIO aims to deliver high-quality services that support mission readiness and enable effective disaster response and recovery operations.

Brian possesses over 30 years of experience leading and managing IT development, implementation, cyber and operations programs in the federal government IT market. He has a strong blend of technical and business acumen and a proven record of success marketing, capturing, and delivering complex projects on time and within budget. A seasoned, hands-on practicing technical Program Manager, Brian specializes in CIO support, government modernization and transformation, data center consolidation, IP convergence, and the latest networking technologies such as software defined networks, mobile computing, and cloud computing. He has experience managing and leading large (over 450) O&M teams for multi-million-dollar contracts in the federal marketplace.

Aparna Srinivasan serves as O&M Lead for the FEMA program, bringing more than 20 years of experience leading complex federal IT programs, digital transformation initiatives, and enterprise modernization efforts for SSA, CMS, GAO and EPA. She has successfully managed large-scale operations across civilian agencies, with expertise in program governance, service delivery, Agile execution, stakeholder engagement, and organizational transformation. Aparna is committed to fostering a collaborative, high-performing team environment focused on operational excellence, innovation, and mission success.

Mr. Hall brings over 30 years’ experience in Business Development, Capture Management and Program Management. He is a Senior Business Development and Capture executive who understands today’s challenging Federal Sector and Intelligence environments and knows how to lead teams to meet revenue goals.

Principal Areas of Expertise Include: Mergers & Acquisition, Corporate Strategy, Organizational Leadership, Business Development, Strategic Capture Management, Opportunity Shaping, Pipeline Development & Management and Strategic Alliances.
