Customer Overview

The mission of the Acquisition Operations (AcqOps) office within our Department of Veterans Affairs (VA) customer is to support acquisition functions within the Office of the Chief Technology Officer (OCTO) to allow their product owners and technologists to focus on delivery. They achieve this goal mainly by (1) removing as much of the acquisition planning, coordination, and execution burden as possible, and (2) delivering exceptional contracts with exceptional contractors. 

 

The VA OCTO team follows an agile methodology where their needs evolve and priorities change. In support of that approach, they need support keeping their acquisitions organized, progressing, and monitored/tracked. The work has high visibility, priority, and Veteran focus, often resulting in action items that require quick decisions and execution.

Responsibilities

– Draft/coordinate/review/edit acquisition documentation with VA stakeholders (e.g. OCTO Product leads, VA Office of Information Technology {OIT} Office of Strategic Sourcing {OSS}, Acquisition Staff).

– Initiate, coordinate and complete action items to support the OCTO Acquisition Operations group (AcqOps).

– Facilitating the creation of acquisition documentation, such as Performance Work Statements, cost estimates, etc.

– Creating acquisition artifacts without dependency on template and samples.

– Tracking, managing, and prioritizing numerous pre-award and post award actions and drive actions to completion

– Communicating with stakeholders from different backgrounds/talents/abilities.

– Effectively communicate acquisition concepts to people who have very little understanding of acquisition.

– Manage updates on the Acquisition Board, which tracks contract actions and tasks.

– Support OCTO’s Contracting Officer’s Representatives (COR) to effectively manage our contracts and task orders.

– Coordinate/facilitate/attend multiple daily calls/meetings related to acquisition and budget.

– Assist in keeping meetings organized. May include facilitating, notetaking, identifying action items, etc.

– Create, design, and edit spreadsheets that capture contracting data.


Qualifications

– Bachelor’s degree in Operations Research, Mathematics, Computer Science, Cost Accounting and related scientific or technical discipline. 

– 5 years experience or 8 years in lieu of qualifying degree 

– Deep understanding of the federal acquisition lifecycle

– Ability to understand nuance of different acquisition strategies, such as differences between utilizing various IDIQs, GSA, open market, etc.

– Understanding of innovative acquisition techniques and ability to foresee opportunity and hazards in implementing these techniques.

– Understanding of the TechFAR and other agile procurement artifacts.

– Understanding of the intersection between acquisition and modern software development principles, especially those in the digital service playbook.

Required Skills and Experience

 

– Familiarity with the federal acquisition lifecycle and different acquisition strategies/vehicles
