Responsibilities

GovCIO is seeking an experienced Agile Coach to support the Agile Center of Excellence at the Department of Veterans Affairs Office of Information Technology. The Agile Coach will partner with the Agile Center of Excellence as the VA OIT moves from project management to product and product line management and from waterfall management processes to Agile and Scaled Agile practices. We are seeking individuals committed to delivering and improving quality services to Veterans. 

The individual must have a proven track record of training and transforming teams and programs to fully implement Agile (Scrum or SAFe).  The day-to-day role will be dynamic, addressing multiple customer priorities. The overall focus will be on leading transformation of software product delivery practices by coaching Program teams in Agile methods.

The ideal candidate will have experience at the Department of Veterans Affairs as well as experience leading Agile Transformation at a large enterprise.

  • Work with the ACOE and GovCIO team, and partner contractors to develop a plan to implement Agile practices at the Portfolio, Program, and Team levels.
  • Assess Programs and Projects to determine their level of Agile maturity and use the data to tailor a training plan.
  • Provide mentoring and training for GovCIO team members and Federal customers.
  • Oversee one or more teams of coaches to ensure they are effectively mentoring their assigned teams.
  • Interact directly with mid-and senior-level Federal executives to gain an understanding of their needs and develop service delivery plans.
  • Coach Scrum and Agile Release Train teams on Agile fundamentals. Help them implement Agile ceremonies, identify the roles, manage the respective artifacts and realize the potential of Agile Delivery. Coach teams in practices that deliver value through increased speed, better quality, and greater team engagement.
  • Facilitate Sprint Planning, Backlog Grooming, Sprint Reviews, Sprint Retrospectives, and other Scrum ceremonies; Create and manage artifacts; identify, implement, and track metrics.
  • Identify stakeholders and change agents and get their buy-in for recommended changes.
  • Communicate projects’ transformation progress via weekly updates to management highlighting successes, risks, areas of improvement, and suggested resolutions.
  • Act as a thought leader in the Agile space and contribute to whitepapers, magazine articles, proposal writing, and authoring any similar literature that furthers our mission.
  • Prepare and deliver presentations and training materials for Federal, contractor, and company teams.
  • Provide leadership on reporting, analysis, technology, and governance recommendations to accelerate the integration of emerging technologies across the enterprise.
  • Identify and encourage areas for growth and improvement within the team.

Qualifications

  • Bachelor’s degree required
  • Minimum 5 years working in a pure Agile environment (Scrum, Kanban, SAFe, DevOps), with at least 2 years of actively coaching and transitioning teams, programs, and portfolios

 Required Skills and Experience:

  • The individual must hold at least one Agile certification. This includes PMI Agile Certified Practitioner (PMI-ACP), Certified Scrum Master (CSM), Certified Scrum Professional (CSP), SAFe Agilist (SA), or SAFe Program Consultant.
  • Experience working with at least one of the following Agile tools: IBM Rational (RM, CM, QM), ServiceNow Agile, CA Rally, JIRA or TFS, ALM, or VerionOne
  • Experience with providing presentations to virtual and in-person teams with an emphasis on remotely-delivered presentations
  • Proven leadership experience in IT delivery, building, and sustaining high-performing teams
  • An effective communicator skilled in conflict resolution – exceptional soft skills are essential
  • Demonstrated strong collaboration, negotiation, and influencing skills in a highly matrixed organization. 
  • Effective leadership and analytical skills
  • Advanced written and verbal communication skills

Preferred Skills and Experience:

  • Agile and/or SAFe certifications
  • Experience working with the Department of Veterans Affairs (VA)
  • Familiarity with the VA Digital Services Playbook and VA software release process

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

$115,000 - $130,000
