Responsibilities

 

GovCIO is seeking a dedicated, meticulous Agile/SaFe Coach to support the strategic release of digital services that will transform government IT within the Veterans Affairs Administration (VA). This individual will work closely with the Agile Center of Excellence at the Department of Veterans Affairs Office of Information Technology.

 

The Agile/SaFe Coach will partner with the Agile Center of Excellence as the VA OIT moves from project management to product and product line management; from waterfall management processes to Agile and Scaled Agile practices; and from stove-piped development, delivery, and operations processes to DevSecOps best practices such as Continuous Integration/Continuous Delivery. We are seeking individuals committed to delivering and improving quality services to Veterans. 

 

In this role, you will be assigned to initiatives that span strategy and road map exercises, architecture definition, product selection, application, and integration design and implementation. You will work with C-Level executives to define and understand business goals, strategies, capabilities, and processes and help shape and define business and technology transformation initiatives.

  • Work with the ACOE and other key IT leaders to plan and develop DevOps Strategy 
  • Engage with governance models for prioritizing and managing emerging technology investments across the enterprise 
  • Partner with multidisciplinary teams to understand requirements and plan architecture and solutions 
  • Advise the ACOE on highly technical issues within its broad-based area of expertise, including the potential effects of emerging information technologies, IT processes, and trends on the current and future IT initiatives
  • Provide leadership on the reporting, analysis, technology, and governance recommendations to accelerate the integration of emerging technologies across the enterprise
  • Adopt and implement best practices and champion an engineering culture emphasizing Agile and DevOps.
  • Collaborate with other engineers to optimize CI/CD pipelines
  • Provide technical leadership to teammates through coaching and mentorship
  • Identify and encourage areas for growth and improvement within the team
  • Adhere to high-quality development principles while delivering solutions on-time and on-budget 

Qualifications

Required Skills and Experience:

  • Bachelor’s Degree in Computer Science, Electronics Engineering, or other Engineering or Technical discipline.
  • Alternatively, 10 years of additional relevant software development experience may be substituted for education
  • 10+ years of software development experience, with production experience in system design, networking, and virtual cloud implementation
  • Expert in containerization technologies (Kubernetes K8s and Docker)
  • Proven experience leading a DevOps team
  • Exposure to server and application deployment automation systems like Jenkins and Docker to automate parts of software development related to build, test, and deploy that facilitates continuous integration and continuous delivery.
  • Experience with Agile Methodology, Scrum, and Kanban Processes
  • Expert knowledge of software development lifecycle
  • Experience with code versioning and project management tools (e.g., GitHub and ZenHub)
  • Demonstrated strong collaboration, negotiation and influencing skills in a highly matrixed organization. 
  • Effective leadership and analytical skills
  • Advanced written and verbal communication skills 

Preferred Skills and Experience:

  • SAFe Program Consultant (SPC) certified
  • 3+ years of DevOps experience working on Amazon Web Services cloud platform environments building CI/CD pipelines for large distributed systems
  • AWS Certified DevOps Engineer Certification or Microsoft Azure DevOps Engineer or equivalent experience working with DevOps platforms
  • Experience working with the Department of Veterans Affairs (VA)
  • Familiarity with the VA Digital Services Playbook and VA software release process
  • Familiarity with one or more of the following
  • Back-end Ruby 2.5, Rails 5.1, Front-end React, Webpack, NPM, Ansible, Terraform, Groovy, YML, Docker
  • Project & Code Management: GitHub, ZenHub
  • Database Management: PostgreSQL, Redis
  • Hosting AWS – SQS, Cloudwatch, Lambda, RDS, DMS

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

$135,000 - $175,000
