Job Overview


GCIO is seeking a candidate for the position of Budget & Acquisitions analyst to support the Veteran’s Experience Technology Platform Services (VETPS) contract for the Department of Veterans Affairs. This role will directly support a Capital Planning and Investment Control (CPIC) director to perform financial analysis and budget management support. Additionally, the role will interface with multiple internal and external stakeholders, so a detailed and analytical mindset with strong communications is important.  The environment is dynamic and client needs are often evolving; flexibility and forward-thinking views are important for success.



  • Assist in drafting yearly Budget Operating Procedures (BOPs) to support organizational goals, including communications related to updating budget narratives and tasks.
  • Support Multi-Year Planning (MYP) by tracking post-pass back budget adjustments, tracking MYP changes or edits, and supporting project managers with planning actions.
  • Support the client’s Budget Tracking Tool (BTT) acumen by interpreting changes in budget data, tracking changes, submitting ad hoc and recurring weekly and monthly reports, work alongside project managers to support BTT actions.
  • Track unfunded requests (UFRs), Change Requests (CRs), SPI, and 2237 funding documents. Report as necessary.
  • Track and report budget changes to client’s project management system (VAPARS)
  • Support Product Line Budget Reviews at the product line and product level, interacting with multiple client product managers and product line directors.
  • Support acquisitions processes, tracking and reporting burn rates, and perform pro forma estimates of costs to support Independent Government Cost Estimate (IGCE) analysis.



Required Skills and Experience

  • Education Requirements:  Bachelor’s Degree in related financial or business degree
  • Years of Experience Required:  5+
  • Years in Lieu of degree:  8+ years 
  • Familiarity with MS Office (Word, Excel, Visio, MS Teams, Sharepoint)
  • Experience with financial analysis, including budgeting and tracking projects to cost
  • Experience supporting program managers or contracting officer representatives strongly preferred
  • Familiarity with standard operation procedures and change management
  • Experience working in remote environments
  • Ability to work independently with little to minor guidance and work with teams
  • Ability to manage new and existing relationships with senior-level stakeholders

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)
