Responsibilities
In-depth knowledge related to one or more of the designated:
- Conduct budget analysis of financial data calls and portfolio reviews
- Development and evaluation of fiscal program builds
- Develop spend plans, tracking spending and execution, documenting financial commitments, obligations, and expenses
- Draft inputs to the Congressional Budget Justification Book (CBJB) to Congress
- Support the production of the CBJB NIP related sections
- Develop strategic program briefs
- Assess IC budget for balance across functions and disciplines
- Participate in the Intelligence planning, Programming, Budget, and Evaluation (IPPBE)
- Contribute and produce talking points, briefs, products, reports, congressionally directed actions, and mandated reports pertaining to budgets and through large interagency forums and working groups
- Work with USG and IC partners through large interagency forums and working groups
- Support budget formulation efforts.
- Document financial commitments, obligations, and expenses
- Prepare and process transactions, ensuring payments are certified
- Develop fiscal guidance and implementation schedules for each budget phase for review and acceptance
- Collect and analyze data for financial data calls and portfolio reviews
- Track legislation that may impact budget
- Develop financial standard operating procedures
- Develop cost benefit trade-offs and investment strategies
- Record and track interagency agreements for facilitating Economy Act and other financial transactions
Basic Qualifications
- Active TS/SCI with Poly
- Bachelor’s with 2 – 5 years (or commensurate experience)
- Minimum 2 years’ experience providing finance management support to include:
- Demonstrated experience with either budget formulation or budget execution activities
- Demonstrated experience with budget analysis
- Demonstrated experience with IPPBE processes
- Experience with working in the Intelligence Community
