Project Overview

GovernmentCIO is looking for a Financial and Budget Specialist to join our team to support a large engagement with the Department of Veterans Affairs (VA). The Financial and Budget Specialist will support financial and portfolio management functions of our VA clients to enable them to better execute all aspects of the Capital Planning and Investment Control (CPIC) process.

 

Responsibilities

  • Provide strategic/programmatic guidance and portfolio management to stakeholders.
  • Participate in budget formulation and execution processes.
  • Provide briefings and guidance to senior internal and external stakeholders.
  • Develop and use relevant costing data and program analysis techniques to capture financial savings in support of client mission and strategic direction.
  • Capture and/or create required budget requirements, conduct analysis of portfolio/product focused issues, and lead resolution activities as defined by the program outcome objectives.
  • Develop financial management recommendations and associated deliverables (white paper, issues paper, risk assessment, etc.) dependent on the phase of deployment or IT issue under investigation.
  • Assist with aligning business strategies within and across portfolios by evaluating investment opportunities.  
  • Analyze candidate IT projects the ensure they are appropriately justified, prioritized and structured to yield the expected business value identified.
  • Assist in all aspects of Multi-Year Planning (MYP) activities. 
  • Attend MYP planning meetings, coordinate with other offices to attain all guidance documents, communicate with business partners and customers to develop all budgetary details.
  • Develop MYP presentation materials in support of the Program Review Planning (PRP) briefing, including develop content, building budget tables and charts, and ensuring delivery for review and approval.
  • Work with Office of Information and Technology, services providers, and customers to coordinate Budget Formulation exercises.
  • Attend all Budget Formulation guidance meetings and ensure all timelines and deadlines are met and all priority items are included in budget.
  • Develop leadership briefings to elicit budget or project issue identification, project risks and/or technical issues.
  • Monitor execution year budget figures, ensuring all funds are obligating on time. 
  • Document and escalate any projects at risk of underperforming or missing key performance dates.  Collaborate with services providers to determine necessary change requests needed to shift funding

Qualifications

 

Education

  • Bachelor’s degree in Finance, Accounting or a related discipline or Associate’s degree plus six additional years of experience.

Required Skills and Experience

  • 6 or more years of federal financial and budget analysis experience
  • Ability to work in Microsoft Office Suite efficiently
  • Knowledge and experience in program planning, scheduling, budget planning/formulation, and cost analysis
  • Excellent verbal, written, and interpersonal communication skills
  • Ability to communicate to nontechnical audience on technical issues
  • Ability to communicate and manage well at all levels of the organization
  • Strong problem solving and creative skills
  • Ability to exercise professional judgment and make decisions based on accurate and timely analyses
  • Self-motivated individual who requires limited supervision
  • Excellent time management skills
