GovCIO is looking for a Business Analyst to support the Department of Veterans Affairs Health Portfolio. Qualified candidates should have experience with various claims and benefits IT systems, particularly in a government setting. The successful candidate will support full life-cycle management of requirements and specifications, including developing system specifications from the provided business requirements, as well as tracking those requirements throughout the design, development, testing, and implementation phases. The role will be responsible for supporting multiple project-level initiatives as well as maintenance of the backlog for the assigned products.

 

Location: This is a remote working opportunity. This individual is expected to have a proven track record of working remotely with minimal direction.  Office hours are M-F 8am-5pm ET.

 

Responsibilities

  • Able to function as subject matter expert in order to collect complete and accurate business requirements from business SMEs by means of interviews, workflow analyses, and facilitated discussions
  • Understand the client’s business issues and challenges
  • Translate users’ business needs into detailed epics, user stories, and requirements
  • Analyze, review, and document the requirements of a project throughout the lifecycle
  • Complete functional analysis of requirements as needed
  • Conduct research, analyze information needs, and perform analysis to support the delivery of relevant artifacts including business process diagrams, reports, and presentations
  • Create and present functional and technical requirements to business and IT teams and write user stories and acceptance criteria
  • Discover functional dependencies and help make recommendations on system/business solutions to mitigate risk
  • Work as a team player and leader in order to effectively coordinate across functional teams
  • Ability to create a framework by which development and testing can be validated

Qualifications

  • Bachelor’s degree in engineering, or a related scientific or technical discipline is required plus 10 years experience.
  • 8 additional years of experience may be substituted for degree

Required Skills and Experience

  • Prior experience supporting the Department of Veterans Affairs (VA) or other Government agency
  • Familiarity with Agile/SAFe methodology
  • Strong organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines.
  • Powerful problem-solving, applied reasoning, and analytical skills; experience translating analysis into clear recommendations and concrete action steps for diverse audiences.
  • Strong verbal and written communication skills, including reports and presentations.
  • Ability to work independently in a dynamic, collaborative, and results-driven environment with minimal guidance and supervision.
  • Means to build and manage client and professional relationships at all levels.
  • Legal authorization to work in the US and able to pass a background investigation

Preferred Skills and Experience

  • Current VA network access is highly desired.
  • Knowledge of VBMS and its interfaces preferred.
  • Experience with multiple benefits technology applications.

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)
