Job Overview

Business Analyst serves as a liaison between the technical team and business stakeholders to assist in development and elaboration of requirements for intake requests submitted for the Health Portfolio. The Business Analyst facilitates requirements elaboration and defines epics, features, and user stories; identifies dependencies such as upstream and downstream applications. The Business Analyst coordinates the integration of those services and ensures adherence to processes and procedures, monitors progress toward milestones, and tracks workstream status, issues, and risks and reports them to Intake and Project Manager as needed.

 

Responsibilities

The Business Analyst is responsible for the following core activities:

  • Work closely with business owners to review and validate business needs and requirements. Identify gaps in requirements, define resolutions and work with clients to manage change, provide coaching and mentorship for improving initial requirements development.
  • Lead solution analysis and design sessions, drive teams to identify the best overall delivery channel, manage transition of intake request to product delivery team, close out intake artifacts and key deliverables.
  • Work with business owners and technical teams to build out analysis of alternatives, identify, quantify, and finalize project scope, cost, and key deliverables.
  • Ensure solutions/ products are appropriately aligned with Veteran Health Administrations Product Lines.
  • Ensure solutions align with to VHA /OI&T vision
  • Actively manage risks and issues associated with recommended delivery strategies.
  • Actively manage customer relationships and provide technical direction and leadership.
  • Identify and mitigate risks to the program.
  • Define and implement project metrics for scope, schedule, cost, and quality.
  • Effectively lead technical professionals and cross-functional teams.
  • Ensuring execution of quality deliverables within established schedules.
  • Ensuring the organization and processes remain aligned with customer policies and external directives.

 

Qualifications

 

Required Skills and Experience

  • Analytical Thinking: – Knowledge of techniques and tools that promote effective analysis and the ability to determine the root cause of problems and create alternative solutions that resolve the problems in the best interest of the business.
  • Effective Communications: – Understanding of effective communication concepts, tools, and techniques; ability to effectively and accurately transmit, receive, and interpret ideas, information, and needs through the application of appropriate communication behaviors. Ability to effectively write/technical writing. Ability to translate technical approaches and methodologies into lay terms.
  • Industry Knowledge: – Knowledge of the organization’s industry group, trends, directions, major issues, regulatory considerations, and trendsetters; ability to apply this knowledge appropriately to diverse situations.
  • Planning: Tactical, Strategic – Ability to contribute to operational (short term), tactical (1-2 years) and strategic (3-5 years) planning in support of the overall business plan.
  • Problem Solving: – Knowledge of approaches, tools, techniques for recognizing, anticipating, and resolving organizational, operational or process problems; ability to apply this knowledge appropriately to diverse situations.
  • Analytical Skills: — The business analyst’s will possess outstanding analytical skills to address business needs, interpret and translate them into application and operational requirements. Analyst will review data, documents, user input surveys, and workflow processes to determine the best course of action to drive the most appropriate business solution.
  • Decision-Making Skills: — The business analyst needs to be able drive decisions. As a consultant to management and advisor to developers, the business analyst is called upon for sound judgment in a wide variety of business matters, any of which can positively or negatively impact solution viability.
  • Negotiation and Persuasion Skills: — A business analyst serves as a liaison between developers, users, clients, leadership, third party vendors and IT. The business analyst needs to be able to manage the balance between business wants and needs interacting with a variety of personality types toward a solution that works for all stakeholders.
  • Managerial Skills: — The business analyst will be able to manage one or more workstreams, lead planning, scope definition, direct staff members, manage change requests, forecast budgets, and manage delivery within scope, time and cost.

Education/Other Relevant Work Experience

  • Bachelor’s degree in engineering or a related scientific or technical discipline is required with ten years of experience. An additional eight years of related experience may be substituted for the degree requirement.
  • Conversant in project management tools such as JIRA, MS Project, SharePoint, and capacity models.

Preferred Skills and Experience

  • Must be a US citizen.
  • Must be able to pass background investigation.
  • Previous Department of Veterans Affairs experience preferred.

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)
