GovCIO is looking for a highly experienced business architect / strategist to lead a multi-year business transformation and IT Modernization effort. The business architect will work closely with executives and senior managers of our customer (a federal government agency) to develop strategies to improve business processes and, optimize current and future IT investments. The successful candidate will apply his/her diverse experience to analyze key mission essential operational capabilities, current business processes, IT systems that support those capabilities and future Modernization plans.  The agency’s future plans include a migration of the IT systems to the cloud. The customer’s objective is to remove silos that currently exist in the business process, streamline workflows, eliminate duplication of efforts, and maintain a single source of truth. The agency’s goal is to provide excellent user experience and timely service to its external customers through people, process and technology improvements.

The successful candidate will demonstrate executive level presence in all aspects of this role including the ability to work independently, collaborate across teams both with government staff and GovCIO personnel, and provide formal and informal briefings as needed. An ability to quickly develop a wholistic view of the agency’s business operations, in-flight initiatives and future plans will be key to successfully partner with the customer and to develop strategies to accomplish the objectives. Effective written and verbal communication skills and a customer service mindset are essential.

 

Responsibilities

  • Review current business architecture
  • Develop / review As-IS state of the business processes
  • Review recently completed alternatives analyses, future state analyses and modernization roadmaps
  • Develop a mapping of business functions to underlying IT systems/capabilities
  • Review customer satisfaction surveys to assess satisfaction levels and root cause
  • Assess user experience in the current IT systems and maturity level against the modern user centered design principles
  • Review IT Modernization and investment plans
  • Develop strategies and recommendations to refine the roadmaps, to optimize investments
  • Develop strategies to reduce total cost of ownership without sacrificing user experience and customer satisfaction
  • Develop / refine future state of the business architecture, business processes and IT systems

Qualifications

 

  • Bachelor’s with 15+ years (or commensurate experience)
  • Over 15 years’ experience as a business architect / enterprise architect / functional consultant or management consultant
  • Ability and experience in interacting with C-Suite members and Business Executives
  • Experience in business process reengineering (BPR) and business process modeling (BPM)
  • Experience in advising customers on latest innovations in business process automation technologies, including seamless integration of systems
  • Highly knowledgeable in user centered design principles (UI/UX)
  • Experience in latest cloud technologies, preferably Microsoft Azure
  • Experience in developing key performance indicators (KPIs) that include quantitative and qualitative performance measures
  • Experience in organizational and IT change management
  • Experience in developing feature-benefit and cost-benefit analyses using state of the art total cost of ownership (TCO) models
  • Demonstrates ability to tailor recommendations into actionable implementation plans
  • Demonstrates high degree of emotional intelligence
  • Possesses excellent written and verbal communication skills
