Overview
GovCIO is looking for a Business Systems Analyst / Cost Estimator to work on a technical support services team supporting the Department of Veterans Affairs, Office of Information Security, Business Integration and Outcome Services division. The ideal candidate has experience gathering, evaluating, and preparing cost information for software recommendations during the analysis process.
This job will be located in the DC/MD/VA area with occasional work onsite.
The total estimated number of trips in support of program related meetings for this effort is estimated at six (6) trips per year. Anticipated locations include the following, estimated at three (3) days in duration each:
- Austin, TX
- Chicago, IL
- Bay Pines, FL
Responsibilities
- Perform weekly IT technical review request analysis upon receipt of new IT requests. Analysis shall ensure compliance with VA standards, mandates and/or laws to properly manage disposition of IT requests. analysis shall include security and regulatory compliance with established guidelines and policies, technical and architecture adherence to published standards, identification of functionality duplication (stove pipes), epic, and functional / non-functional requirements enrichment as well as adherence to VA-approved interoperability and middleware.
- Support the updates and improvement of required IT request artifacts to be accepted as actionable.
- Create, manage, and perform daily updates as needed on process models.
- Leverage analysis and architectural industry standards to include Institute of Electrical and Electronic Engineering (IEEE) and Federal Information Process and Standards (FIPS) to identify like-solutions and candidates for enterprise level solutions to reduce duplication across VA.
- Support formalizing processes for enterprise and standardized solutions and maintain an Enterprise Candidate Solution Catalog that captures enterprise solution candidates.
- Conduct cost benefit analyses on selected enterprise solution candidates versus stand-alone solutions which reflect significant Return On Investment (ROI) potential, as approved by VA.
- Provide recommendations for the new or modified candidates and criteria, along with supportable technical and financial selection rationale.
- Support advocacy for new enterprise opportunities and/or cost saving opportunities to leverage and increase the adoption of Enterprise Shared Services (ESS) and products for solutions, stovepipe reduction and maximum reuse of existing capabilities.
- Provide input to create standardized tools, templates, budget, and acquisition trackers to facilitate budget data responses to facilitate coverage other projects and Product Lines
- Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices
- Effectively create and maintain database tables, queries, and procedures, as required
- Develop quantity-based estimates from partial information
Qualifications
Required Skills and Experience
- BS/BA degree in a technical or business discipline or related field of study (or commensurate experience)
- 12+ years of proven professional proven experience
- Experience working with senior leadership, facilitating and managing large complex working groups, as well as developing and presenting executive-level reporting
- Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity
- Ability to deliver on-time, meaningful outcomes, while coordinating multiple assignments, maintaining a positive attitude, and providing exemplary customer service
- Proficient level of understanding w/ Microsoft Office Suite (PowerPoint, Word, and Excel), Microsoft Office Teams, and SharePoint

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $120,000 - $132,000 Annually
