Overview
Business Analyst Team: responsible for supporting, maintaining and, managing the Department of Veterans Affairs (VA) Enterprise Wide Area Network (WAN) through Capacity Management and Planning, Circuit Provisioning requests, Invoice reviews, and Mobility Services. Responsible for maintaining and managing the Enterprise WAN (2500+ sites) by analyzing and reporting on circuit utilization to forecast/project WAN growth for the enterprise. Participate in the review and analysis of existing network configurations in support of engineering to ensure that existing network methodologies and processes are compliant with One VA Enterprise Architecture (EA) requirements. Contribute to the planning, tracking and analysis of multiple projects through reporting detailed information, analyzing data in support of project cost/schedule status and following established procedures while contributing to the completion of circuit provisioning requests. Responsible for reviewing the enterprise invoices for multiple vendors to verify monthly costs, identify and initiate disputes, and make payment recommendations on purchase orders.
Support the VA Mobility Team by facilitating order requests, managing return request agreements, directing emergency requests to the correct contacts, and preparing status reports for vendors.
Will directly communicate with Project Managers, Contract Management staff, Senior Engineering/Technical personnel, as well as other VA employees.
Manage specified project objectives, project constraints (scope, schedule, cost, quality, etc.), project risk, and coordinate with project manager and other resources as needed.
- Assist with the development of standard operating procedures to establish compliance with the operational practices of the organization.
- Knowledge/experience with Microsoft Power BI data analytics tool

Education / Experience: Bachelors with 0-2 years of experience. 4 years of additional experience may be substituted for education PWS Specified Certifications: This position requires privileged system access. The applicant shall have six months to obtain an industry standard certification. Miscellaneous: Duties may require traveling, being on call periodically, and occasionally working outside normal working hours (evenings and weekends) Background Investigation: Must be able to pass a government Tier 4 High Background Investigation
Competency: Complete assignments of moderate complexity on time within a fast-paced and ever-changing environment. The ability to quickly learn new process tools, multi-task, analyze, and communicate effectively. Must possess p rofessional writing and communication skills. Knowledge: Business process and acquisition support. Advanced knowledge of Microsoft office suite including Excel, Word, PowerPoint, and SharePoint. The ability to operate and maintain asset management databases. - Problem Solving: Create courses of action and proactively solve problems by conducting research, conceiving, and developing new and innovative ideas, theories, and/or solutions, and predicting possible outcomes. Possess the ability to prepare and present "what-if" scenarios.
- Supervision: Ability to operate independently and/or with a team to effectively deliver government directed projects.
Miscellaneous: Experience within the VA and Government agencies supporting Program/Project Managers; VA infrastructure experience is a plus. Career driven and willing to grow in a professional environment is desired.
Responsibilities
Develops, inspects, mines, transforms, and models data to raise productivity, improve decision making, and gain competitive advantage. Provides subject matter expertise on source system data and business rules to support development, implementation and operations of new or enhanced databases, data warehouses (DW) and analytic systems. May support data modeling and ETL design and development to populate new data structures, including data warehouses, operational data stores and data marts. Performs data validation to assure data quality within new and enhanced databases.
- Analyzes and assesses existing source system data to design appropriate data-centric solutions.
- May develop dimensional and relational data models for data marts, data warehouses and operational data stores.
- May perform design and development of ETL to map data from source systems to the DW and accurately populate databases.
- Validates ETL, databases, BI metadata and reports to assure data quality in databases, DW and reports.
- Works closely with business stakeholders and source system owners to research data anomalies and provide recommendations for resolutions.
- May support end users with specific ad hoc reporting and analytic needs to provide further insights on the data.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $46,880 - $74,830 Annually
