Overview

The VA NSOC defends, manages, and monitors the network operating status and cyber security posture of the VA by providing the day-to-day management, operation and configuration of the enterprise network infrastructure, Internet Gateways, the delivery of enterprise security systems and services, the monitoring and reporting of security incidents, the conduct of threat and vulnerability analysis, the validation of adequate security controls within the enterprise and the full range of functions across the spectrum of activities relating to incident management, incident response and enterprise network management.

We are seeking a qualified candidate to work with the Veterans Administration's Enterprise System Engineering/Capacity Management Lead. The selected individual will serve as the lead over the entire engineering pillar of the and provides Enterprise level recommendations based on WAN evaluations, capacity projections, and application usage, to VA senior leadership on enterprise communications. Provide Tier4 escalation support when issues arise, deployment support for new technologies or architectures in the Washington, D.C. office

 

Duties Performed:

  • Make architecture recommendations to support the growing needs of the VA
  • Test the recommendations for enterprise compatibility in the state of the art network design lab
  • Use existing Network Management tools to provide capacity management/utilization reports
  • Provide on-call escalation support in the event that an issue arises that cannot be rectified by the network operations team
  • Ability to handle multiple concurrent tasks and projects.
  • Strong knowledge of LAN/WAN concepts and IP routing protocols.
  • Leadership skill and decision-making ability with excellent time management and organizational skills.

 

Responsibilities

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  • Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.
  • Maintains aggressive efforts to achieve objectives.
  • Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
  • Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.

Qualifications

  • 15+ years and a bachelors (or commensurate experience) experience in a large enterprise environment involving network architecture and management
  • Experience with Cisco router and switch administration
  • Supervise and provide guidance to team of Tier II Network Engineers in a Network Operation Center (NOC) environment.
  • Enforce SalientCRGT, VA NOC, and intra-team policies and performance standards.
  • Interact daily with SalientCRGT and VA management to interpret their needs and requirements.
  • Maintain existing and develop new processes and procedures to improve intra and inter-team operability and communication.
  • Maintain and create intra-team knowledge articles to include network flow diagrams, databases, documents, etc.
  • Participate in Management meetings for status briefing of current tasks and projects.
  • Provide daily reports to the TIC Gateway Operations VA Federal Team Lead.
  • Communicate effectively with Program Management and other project participants to provide assistance and support.
  • Understanding of capacity management/planning techniques and processes
  • An in-depth knowledge/understanding of carrier circuits to include, but not limited to T1, DS3, OC3, and Ethernet Transport Services.
  • Multi-address family BGP, OSPF, EIGRP knowledge is a must
  • Ability to interact with executive level Veterans Administrative staff
  • Desire to learn new technologies such as Cloud, 100G Metro-E, and SD-WAN.
  • Ability to work across multiple projects; provide written/verbal status updates on each project on a regular basis to the team lead, Program Manager and customer
  • Knowledge and understanding of Network management and application analysis tools is required (NetScout, SolarWinds) and (OpNet preferred)
  • Knowledge and understanding of network packet capturing and how applications uses network
  • Clearance Requirement: Public Trust
  • Background Investigation: Must be able to pass a government Tier 4 High Background Investigation

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $199,000 - $253,270 Annually
