Overview

GovCIO is currently hiring for a Facilities Manager to act asthe principal staff consultant for facility management activities in supporting the Defense Health Agency Research & Engineering Directorate. Incumbent is responsible for planning, programming, staffing, budgeting, executing, and evaluating the facility program consisting of, but not limited to, all preventive maintenance, maintenance, repair, renovation and construction work.. This position will be located in Silver Spring, MD and will be  an onsite position.

Responsibilities

  • Provide expertise to support facilities management activities across the scope of DHA needs. Analyze and identify facilities-related issues with various data sets and prepares reports using this data for DHA leadership.  
  • Assist in monitoring and directing day-to-day operations of the DHA Facilities/Logistics division to ensure that policies and procedures are being followed, that goals and objectives are met, and that services and projects are being accomplished effectively and efficiently.  
  • Develops and implements management control policies and procedures related to facilities management. Understands real estate leasing requirements and assists in ensuring that operations are managed in accordance with government requirements and within the parameters of the agreement.
  • Develops and executes emergency preparedness plans for facilities management to address adverse events that may threaten building security. 
  • Supports and/or facilitates all aspects of space facility modernization and renovation projects to meet the special needs of major censuses or other special projects. Work may include; scheduling construction projects and monitoring their progress, developing solicitation documents (as appropriate), verify building code, OSHA safety requirements, and special space needs.
  • Coordinate special arrangements to provide vendor access, or special arrangements to accommodate major utility cutoffs, etc., required for modifications or maintenance. Assure that no undue interruption or delays of facility’s work occurs.
  • Develop documents such as charters, standard operating procedures, project management plans, business case analyses. Generate briefing slides and other materials for presentations and meetings on topics such as space management, property management and other facilities-related issues. Edits documents for spelling, grammatical errors and ensuring they are prepared using the correct format provided by DoD and DHA guidelines.
  • Maintain and enhance the Facilities SharePoint site. Ensure work requests are monitored and fulfilled. Analyze trends in requests and activities and provide reports to leadership to inform resource allocation decisions and ensure that appropriate facilities support and service is maintained.
  • Manage a directorate-wide directory and coordinate periodic updates.
  • Provide in/out processing support including welcome packages, phone line activation, work space assignments, and equipment issuance.
  • Maintain relationships with internal and external stakeholders to ensure that the specific facilities-related needs of various lines of business are understood and addressed.
  • Perform monthly (at minimum) checks of the division/contract training logs for outstanding trainings. Alert staff to upcoming training expirations/ trainings yet to be completed, and assist staff in locating the needed trainings.
  • Monitor staff training completion and update logs.
  • Track government purchase card transactions and maintain logs, complete pre-approval activities, obtain quotes, and create purchase requisitions for supply purchases.
  • Provide administrative support to the Operations/Logistics Chief as requested.

Qualifications

  • Bachelor's with 5 - 8 years (or commensurate experience)

Required Skills and Experience

 

Must have experience in one of these areas: Facilities/Space Management, Property Management, and Facilities Policy

  • Prior experience working in Government/Military facilities department a plus, but not required.
  • Strong communication and writing skills.
  • Expert knowledge of military organizations and Government agencies.
  • Ability to communicate directly with peers, managers, and clients while leading development to a completed and successful solution.
  • Strong organization skills to manage multiple timelines and complete tasks quickly within the constraints of clients’ timelines and budgets.

 

Certifications:  Certified Facility Manager (CFM) certification (and/or other Facilities management certifications) preferred but not required

 

Clearance Required: Able to acuquire DOD Public trust

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $75,000 - $95,000 Annually
