Overview
GovCIO is seeking a Full Stack Developer/Software Engineer to support the DoD’s Insider Threat Management and Analysis Center (DITMAC) System of Systems (DSoS). This position will focus primarily on the development of a highly visible application that enables the Insider Threat mission throughout the DoD. Responsibilities of this position include the following:
Responsibilities
Design, development, implementation, and maintenance of enterprise level, multitenant, big data analysis application: Full Stack Software Development (Java, Spring, JavaScript, React/Angular, REST/APIs, HTML5, CSS, Hibernate, etc.)
- Support all phases of the Software Development Lifecycle (SDLC)
- Provide technical guidance and direction, Documentation, and presentation support as needed.
- Support Assessment & Authorization (A&A) efforts as needed.
- Others as needed/as directed.
The ideal candidate is an expert in software development, proficient in Agile methodologies, and a team player who thrives in a small, cross functional team environment. This candidate should proactive individual who has a demonstrated proficiency in problem solving, critical thinking, and optimizing existing enterprise applications.
Qualifications
Bachelor's with 8+ years (or commensurate experience)
Clearance required: Top Secret
B.S. Degree in Computer Science or related field
Strong understanding of software design patterns and development methodologies
Proficiency in Java Development, Software Design, Software Debugging, Critical Analysis, and Problem Solving
Proficiency in the development, implementation, and support of enterprise level software applications
Minimum of 5 years’ experience with:
Java
Spring Framework – Boot, MVC, Security, Data, etc.
Hibernate and/or JPA
JavaScript, JSON, AJAX, REST, HTML, CSS
One or more modern JavaScript Frameworks (i.e. React, Angular, Arelia, Vue, etc.)
PostgreSQL
Experience writing elegant, readable, maintainable, and well documented code
Demonstrated drive to keep current on industry best practices, patterns, and methodologies
Passion for development and delivering high quality capabilities
5+ years’ experience leveraging Open Source technologies
2+ years’ experience in requirements capture, analysis, and design
Strong team player with excellent communication skills
Preferred Qualifications:
M.S. Degree in Computer Science or related field
Agile Software Development
API Design and Implementation
Experience establishing and evaluating application performance benchmarks
Experience with Open Source DEV technologies – Redmine, Jenkins, Tomcat, etc.
Experience configuring and deploying application to a RHEL environment
Experience with development in a Commercial or Government Distributed Architectures cloud (i.e., AWS C2S, AWS GovCloud, etc.)

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $130,000 - $145,800 Annually
