Overview

GovCIO is currently hiring for Functional Lead.  This position will be located in the DC/MD/VA area, will be remote, but have opportunities to go to the client site if desired. 

Responsibilities

Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems. The Functional Lead is the key connection between the customer Product Owners and the GovCIO team. The person in this position must have a positive attitude, be willing to support team members when needed, be flexible in approach, and have the ability to coordinate multiple activities at once. 

  • Analyzes business and technical processes to formulate and develop new and modified business information processing systems.  This includes mockups, visio workflows, and user stories. 
  • Mentor, provide guidance to, and work collaboratively with other analysts on the team. 
  • Interfaces between systems architects/programmers and users lto document Acceptance Criteria, groom user stories, and lead grooming sessions. 
  • Maintain the requirements documentation and RTMS.  And participate in peer review of SDLC documentation. Coordinate data dictionary and wiki updates across team members.
  • Produce UAT scenarios collaboratively with the Product Owner and team analysts, and coordinate UAT execution.  
  • Perform functional validation of user stories to ensure they meet Acceptance criteria. May support system testing in times of absence.
  • Coordinate sprint demos, leading the creation of demo material, and performing sprint demos along with other team members. 
  • Act as scrum master for daily scrums, sprint planning, and retrospectives. Assist the Project Manager in the maintenance of backlog items and scrum board items.  
  • Act as backup to the Project Manager as needed.

Qualifications

Required Skills and Experience

  • Bachelor's with 12+ years (or commensurate experience) as an analyst or similar role
  • 5+ years in an agile environment and in grooming user stories
  • 3+ years with project coordination activities 
  • In depth knowledge of SDLC documentation, especially requirements documents and RTMs
  • Experience coordinating UAT execution
  • Experience in delivery of sprint demos and communications at various levels
  • Scrum Master certification or desire to get certified, with experience as a scrum master for daily scrums and sprint ceremonies
  • Experience in Visio
  • Clearance Required: PBGC public trust

Preferred Skills and Experience

  • DevOps tool preferred but Jira is acceptable
  • Testing experience is helpful 
  • CRM/Salesforce or Dynamcis experience (highly preferred)

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $140,000 - $165,000 Annually
