Overview

GovCIO is currently hiring for an HR Generalist/Performance Management & Awards specialist. This position is hybrid remote with partial time in Silver Spring, MD. 

Responsibilities

As the Research and Engineering (R&E) Directorate of the Defense Health Agency (DHA), R&E delivers value to the military and Veteran communities by shepherding innovative materiel and knowledge products from concept through final product development into the hands of providers and warfighters.  

Position Summary:

Maintains records to ensure rating scheme and performance reports are completed in accordance with regulatory guidelines. Utilizes organizational resources to extract and develop military and civilian awards reports accurately and timely. Identifies problems, inefficiencies, and potential difficulties in hierarchy management for personnel and in human resources; develops recommendations for solutions. Processes actions and requests via Enterprise Task Management Software Solution (ETMS2) and Defense Civilian Personnel Data System (DCPDS). Prepares well defined briefs specific to areas of emphasis.  

Duties & Responsibilities:

  • Responsible for the following HR functional areas: performance management, time and attendance, and awards management.
  • Assists in the completion of special projects by clarifying project objective; meeting set timetables and schedules; conducting research; developing and organizing information; fulfilling transactions.
  • Manages client expectations by communicating project status and issues; resolving concerns; and maintaining spreadsheets.
  • Prepares reports by collecting, analyzing, and summarizing data and trends.
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.

Pay, Leave and Time & Attendance Support Services

  • Provide support to the management of the organization’s pay, leave and time and attendance program.
  • Troubleshoot simple and complex pay and leave problems.
  • Coordinate with the appropriate civilian personnel service centers or military personnel service branches/detachments to resolve questions or problems involving pay and leave accounts.
  • Provide pay and employee benefits advisory services.
  • Provide subject matter expertise in the resolution of non-routine pay issues for all assigned personnel to include civilian, military and Public Health Services personnel.
  • Publish the results of research in these areas for guidance to the field.

Performance Management/Evaluations/Awards Support Services.  

  • Reviews, drafts and submits awards packets to a higher echelon; interfaces with and tracks the submission until completion.
  • Provide overall advice and assistance on management-employee relations programs and its features, practices, and procedures as it relates to performance management and evaluations.
  • Research and provides advice and assistance on performance management and evaluations policies and procedures to include but not limited changes of hierarchy requests.
  • Advise on civilian and military awards and recognition policies and procedures and related functions.
  • Provide training coordination for the organization with responsibility for researching and recommending professional development and enhancement training courses for the workforce.
  • Utilize spreadsheets to prepare detailed reports, track changes in hierarchy and performance management.
  • Maintain and manage rating scheme, annual performance closeouts and civilian awards related to time off, quality step increases and on the spot awards.
  • Understand military policies, procedures and regulatory guidance on awards in a joint environment and specific to the branches of the military serviced.

Qualifications

Mandatory Qualifications:

  • Bachelor's with 5 - 8 years (or commensurate experience)
  • Minimum 1 year working at a headquarter-level organization directed by SES or Flag Officer (not necessarily a direct report, but within the environment). Federal HR experience a must.
  • Familiarity with other DoD HR Information Systems, structure, reporting requirements, and related protocols
  • Highly motivated, exceptional writing, good critical thinking and communication skills.  Position will be interfacing with senior level, executive staff amongst others and needs to have the professionalism and confidence to do so successfully
  • Advanced comprehension skills where candidate can interpret broad guidance and execute effective workflow plans.  Experience analyzing and comprehending complex written regulations and processes
  • Must be proficient in MS Excel, PowerPoint.  Proficiency or the ability to become quickly proficient in Visio, SharePoint or systems comparable
  • Experience in performance management and awards processing for CIV, MIL and PHS staff

Preferred Qualifications:

  • Prior military service
  • Experience with DoD performance management tools such as Defense Performance. Management and Appraisal Program (DPMAP) and timekeeping systems, such as Automated Time and Attendance and Production (ATAAPS)

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $71,150 - $90,000 Annually
