Overview

GovCIO is currently hiring for an HR Generalist/Staffing specialist. This position is hybrid remote with partial time in Silver Spring, MD. 

Responsibilities

As the Research and Engineering (R&E) Directorate of the Defense Health Agency (DHA), R&E delivers value to the military and Veteran communities by shepherding innovative materiel and knowledge products from concept through final product development into the hands of providers and warfighters.  

This role provides project support and analysis within the R&E Human Resources, Military & Manpower (HRMM) office. This position directly supports the staffing and recruitment function for federal civilians and Public Health Service Officers. Additionally, this position may also provide direct or indirect support (as directed) to the position fulfillment of military personnel as well as other HRMM functional areas such as military manpower, performance management, awards, records management, and training and development.

Duties and responsibilities:


Serves as liaison for HRMM human resource matters. Aids in the interpretation and application of HR management, policies and procedures by maintaining a close working relationship with operating officials in R&E. Coordinates in/out processing for new employees. Submits hiring actions and reports accurately and timely; extracts and utilizes data from outside resources to produce reports for weekly briefs. Effectively tracks and maintains records of personnel actions. Researches, develops, and provides advice on staffing, recruitment, and placement functions. Prepares well defined reports and briefs on staffing, hiring actions and personnel actions.

Specific Tasks:

  • Provide advice and assistance on staffing and recruitment placement actions.
  • Advise management on recruitment strategies, sources, and special programs which emphasize affirmative action in staffing positions for all categories of assigned personnel. 
  • Provide staff assistance for the following programs: recruitment, staffing, merit promotion, DoD Priority Placement Programs, pay and benefits, furlough, VERA/VSIP, and other related programs. 
  • Review draft and final position description classifications for accuracy IAW OPM, the agencies policies, and procedures, Civilian Human Resources Agency (CHRA) and other regulatory resources 
  • Works with hiring manager to source descriptions via FASCLASS; reviews and submit hiring packets to J-1.
  • Collaborates with manpower management on position utilization, classification and descriptions.
  • Meets regularly with business partner to sync on organization and position structures, possible classification changes, position or employee impact, and associated actions to assure compliance with planning and implementing reorganizations.
  • Remain in compliance with higher HQ policies, regulations and laws to assist in the effective utilization and implementation of HR policies consistent with the vision and goals of the organization.
  • Respond to written and verbal inquiries from the field for interpretation, technical assistance, ideas and insight based on mastery of knowledge and experience. 
  • Provide support services to assist in preparing documentation and correspondence necessary for responsive position management and classification advisory services by higher headquarters. 
  • Develops human resources solutions by collecting and analyzing information recommending courses of action.
  • Meet set timetables and schedules in the completion of special projects; clarify project objectives and conduct relative research; organize information accurately to brief deliverables to customers.
  • Manages client expectations by communicating project status and issues; resolving concerns; and preparing reports.

Qualifications

Mandatory Qualifications:

  • Bachelor's with 5 - 8 years (or commensurate experience)
  • Minimum 1 year experience working in Federal Government or Department of Defense Human Resources Office
  • Familiarity with DoD HR Information Systems, structure, reporting requirements, and related protocols
  • Technical skills in Microsoft Access, Excel, and other information management tools.
  • Excellent research and writing competency
  • Bachelor’s degree preferred. Experience may be used in lieu of education
  • Experience interacting with senior military personnel, and/or military experience required

Preferred Qualifications:

  • Experience in federal staffing, placement, and recruitment highly desired. Background in federal recruitment and staffing who is comfortable working with hiring managers and leaders on position description development.
  • Experience in writing federal position descriptions highly preferred
  • Experience with the assembly of hiring action packages and tracking hiring activities highly preferred
  • Experience maintaining and troubleshooting HR information systems
  • MS SharePoint experience

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $71,150 - $90,000 Annually
