Job Overview

 

GovCIO is seeking a candidate for the position of Provisioning Analyst. The Provisioning Analyst, with minimal direction, will facilitate needs assessments and the development of recommended solutions to be used for planning, scheduling, and tracking integrations through the system integration milestones; establish appropriate metrics for measuring key project criteria; develop project control and reporting procedures; track and report project issues; monitor progress and key milestones; control project requirements, scope, and change management issues; undertake status review meetings among project team members and stakeholders; ensure adherence to quality management standards and procedures; manage changes in operational plan; analyze, track, and report project metrics; identify and mitigate risks and advise senior management about project management capability and risks; create communication plans, ensuring that appropriate information is exchanged among key stakeholders; adhere to Veteran Integrated and program processes and procedures; and possess executive level oral and written communication skills in a geographically diverse remote environment. Generally, reports to a Project/Program Manager.

The IAM Provisioning Analyst defines, and documents release scope and objectives based on stakeholder and end-user needs, federal requirements, and industry best practices.  The analyst will apply their knowledge of IAM provisioning services and functionality to document customer use cases, enterprise service requirements, and integration requirements. 

 

Responsibilities

• Manages multiple concurrent efforts through the integration lifecycle of requirements identification
• Coordinates identification, documentation, and approval of integration requirements through analysis of client needs
• Develop and maintain IAM Provisioning Requirements Specification, integration Requirements Specification documents, and integration system design documents
• Coordinate elaboration of provisioning service requests to include meeting with customer applications, documenting use cases, and documenting requirements
• Develop and maintain IAM provisioning use cases and activity diagrams
• Provide support to the IAM VA PMs for business and development/integration meetings
• Maintain requirements and requirements traceability in the GitHub tool
• Support development of provisioning information briefings
• Support provisioning functionality demonstrations
• Applies the applicable standards (approved integration patterns, statutory codes and industry standards) as needed
• Ensure adherence to legally binding requirements
• Integrate and use project management methodologies
• Assist in the training of the project team on application of the procedures
• Coach and advise team members to accomplish project goals, to meet established schedules, and to resolve technical/operational issues
• Implement continuous process improvement
• Use JIRA, GitHub, and Service Now for Change, and Requirements

 

Qualifications

Required Education, Skills, and Experience

• Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline
• 5 years of experience or additional 8 years for additional relevant experience may be substituted for education in lieu of a degree

 

Preferred Skills and Experience

• Experience with Agile Methodologies, UML, building Use Cases for and applying testability against requirements and specifications
• Experience with access management security services which include authentication, authorization, provisioning, and workflow.
• Experience supporting or leading within the Veterans Affair Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus
• Proven VA (or similar government agency) IT development track record highly desired
• Experience with managing/administering Department of Veterans Affairs programs; MS project, MS Office, JIRA, Service Now, GitHub, and SharePoint
• Good communications, analytical, and writing skills
• Ability to work independently within a team-oriented environment

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

75,000-80,000
