GovCIO is seeking an Identity and Access Management (IAM) Architect to support the Department of Veterans Affairs’ efforts to modernize their IT systems.  In this role, you will work directly with the Deputy Executive Director for Infrastructure Operations (IO), providing your expertise and thought leadership to the current efforts to design, modernize and implement improvements to the IAM systems currently in use by the VA Office of Information Technology (OIT).  As a key leader in access management, you will:

  • Develop a holistic view of current VA IAM systems in use across the VA
  • Communicate regularly with key leaders in IO, the Office of the CTO, Product Engineering and the Office of Information Security
  • Investigate pain points (including failures/outages) of the current system(s) and recommend solutions to the engineering teams
  • Evaluate authentication features of the current system(s) to ensure that business and security requirements, as well as any SLAs, are being adequately met
  • Provide an architecture recommendation report on IAM, to be delivered to Infrastructure Operations Leadership. This report will review VA’s current IAM solutions configuration and identify the following:
    • Current Architecture IAM (SSOi and SOOe), identify potential resiliency and redundancy risk points, and recommendations for resolution (Proposed Technical Action Plan)
    • Future Recommendations – as VA looks at potential alternatives, recommendations and considerations
    • The report will be foundational for future government contracted work in this areaExamine the current plans, objectives, priorities and roadmaps for access management
  • Identify technical debt in the current solutions and recommend priorities for remediation
  • Recommend solutions for any deficiencies that draw upon industry best practices
  • Recommend solutions that leverage IAM services provided by PaaS, IaaS and cloud IAM solutions
  • Architect IAM solutions for and from the cloud, with particular respect to a hybrid, multi-cloud system that includes AWS, Azure and custom-built solutions


Required Qualifications

  • Master’s Degree in Computer Science, Information Systems, Engineering, or related fields (experience may be substituted for education)
  • 15+ years of relative IT experience, in particular:
    • Experience working with senior-level executives across multiple internal and external departments
  • Knowledge and experience with identity and access management, encryption, vulnerability discovery/management, and systems security
  • Detailed understanding of how to achieve high availability of IAM system to at least four 9s.
  • Broad knowledge of IT disciplines and how to secure them
  • 5+ years of experience in a Cyber Security or Architecture related role
  • Ability to craft content for executive-level presentations and present to senior stakeholders
  • Understanding of Zero Trust Networking


Preferred Skills

  • MS in Information Security or related field
  • Preference for candidates with at least one of the following: CISSP, GSEC, CISM, CISA, and/or comparable security certifications
  • Knowledge of AWS, Azure and/or Cloud Technologies, AWS/Azure architect certifications preferred.
  • Knowledge of Broadcom and IBM IAM solutions
  • Experience with government IT systems; VA experience greatly preferred
