Responsibilities

Plans and monitors the development of and implements curriculum products and training for the Religious Programs (RP) community at the Center for Service Support (CSS), headquartered in Newport, Rhode Island. CSS provides Sailors in the Naval Administration, Chaplaincy, Command Support Program Management, Human Resources, Logistics, Maintenance Coordination, Media, and Security Management communities the necessary professional skills, knowledge, and education to support the fleet’s warfighting mission. CSS also develops and delivers General Skills Training (GST) that builds personal and professional growth and development. Technical training will include standard instructor-facilitated courseware developed from legacy government-furnished courseware. Helps team manage the curriculum through the NETC E2E cradle-to-grave process; the team prepares lesson plans and training materials; designs product demonstrations; develops course content; determines the methodology and coordinates the development of training aids. This process includes a review of Occupational Standards (OCCSTD), Job Duty Task Analysis (JDTA) data, Knowledge Skills and Abilities (KSA), and previous RRL process data provided as Government Furnished Information (GFI) for the purpose of curriculum creation, development, revision, and maintenance. The ISDs will apply the results of the analysis to develop RP curriculum according to Naval Education and Training (NAVEDTRA) Standards and specifications. This position manages the team of Instructional System Developers and Multimedia Specialists. As the Lead ISD for the NETC E2E process, you will conduct training sessions and interface with the CSS stakeholders, Training Specialists, and other Learning Standards Office staff as required. Requires prior knowledge and experience in the NETC E2E process and NAVEDTRA(series). May require some travel to perform JDTA workshops. Must have the ability to work on client site (Newport, RI) and in the corporate office as required (Providence, RI).

 

  1. Confers with management, employees, and clients to gain insight into the best material and software solutions for the revised curriculum.
  2. Formulates teaching outline and determines instructional methods such as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops.
  3. The lead is expected to have expertise that demonstrates proficiency in NETC E2E as well as best practices in instructional systems design.
  4. Continuously works with the Program Manager to ensure that curriculum and other forms/reports are moving through the lifecycle/workflow process accordingly.
  5. Monitors and reports status and milestones to the Program Manager and other stakeholders as required.
  6. Leads workshops, meetings, and other briefings that include the capture of feedback from subject matter experts and synthesis for curriculum revision.


    Qualifications

    Bachelor’s with 8+ years (or commensurate experience)

    Required Skills and Experience

  • A degree in Education or related field. Instructional Systems major is preferable.  The degree field should include courses in learning theory, instructional design, instructional development, evaluation, and computers in education.
  • Performed in a leadership position.           

 

Preferred Skills and Experience

  • Prior project management experience
  • Practical knowledge and skill in interpersonal communications with civilian and military personnel, including oral briefings/presentations, listening techniques, and developing written material, specifically, test items and grading instruments
  • Practical knowledge of Navy guidance documents used in the development of testing materials
  • Communicate effectively and possess strong writing skills (e.g., spelling, grammar, and punctuation)
  • A working knowledge of the QMP, Moodle, or approved equivalent assessment management system
  • BS in Education or Management field
