Overview
GovCIO is seeking an experienced growth leader to serve as a Management Solution Architect who will focus on developing and refining management-related solutions (e.g., management approaches, quality plans, transition plans, staffing plans, etc.), win strategies, and the “why us” story for competitive, prime, federal IT proposals related to corporate priority opportunities. Note, this role is 100% focused on supporting growth initiatives as part of GovCIO’s corporate growth organization and does not involve any direct customer interactions.
This position will be located in Fairfax, VA and will be a fully remote within the United States position.
Responsibilities
Responsibilities include:
- Independently leading all activities to architect comprehensive, management-focused solutions and content for large federal IT programs (e.g., $100M+, hundreds of FTEs) in accordance with best practice methodologies/guidelines for innovative IT management approaches, solutions, and processes.
- Leading analysis of solicitation requirements and independently creating high-quality proposal content for approach elements such as technical transition, IT program/project management, recruiting/retention, and IT performance/quality management, while aligning with the agreed-upon win strategy.
- Conceptualizing and working with graphic artists to create complex proposal graphics with minimal oversight that showcase management solutions/strategies and encompass key solution concepts depicting processes, relationships, dependencies, technologies, benefits, features, and other concepts that tie management solutions to client requirements and challenges.
- Iteratively reviewing content and coaching other architects and authors during the proposal development lifecycle to drive high-quality content and continual improvement.
Qualifications
Required Skills and Experience
- Must be able to support various contracts, for which US Citizenship is a pre-requisite
- Bachelor's with 12+ years (or commensurate) experience creating management solutions aligned to best practices and demonstrated leadership on prime, competitive Federal IT proposals (e.g., as a solution architect, volume lead).
- The ability to apply critical thinking across an opportunity lifecycle – analyzing solicitations and associated information (often totaling into hundreds of pages) and conducting related research on a very short timeframe (e.g., 1 day) – to synthesize critical customer requirements and priorities and create the foundation for key management solution elements.
- The proven ability to own one or more sections of a competitive, Federal proposal across a diverse range of topics and work with customer and domain SMEs to build solutions from the ground up, while rapidly adjusting content when Government direction changes or new solution elements are needed.
- The proven ability to write, review, direct, and craft proposal sections regardless of the specific management-related topic, customer or technical domain, or section response requirements, including the ability to take loosely-formed concepts and craft them into persuasive proposal content.
- Excellent communication and collaboration skills, including the ability to work effectively with both internal stakeholders and teammates (e.g., executives, technologists, industry specialists, graphics artists, writers, and consultants).
- A working understanding of the Federal procurement process, including use of relevant contracting vehicles (e.g., Alliant 2, CIO-SP3, GSA Schedules, VA T4NG), and the nuances of Federal contracting.
- A strong understanding and demonstrated application of proposal development best practices, including “think-draw-write” approaches to content development.
- An ability to balance exceptional attention to detail with the need to rapidly and iteratively produce high-quality content.
- The sense of urgency, critical thinking, and personal commitment required to adapt and thrive in a demanding, fast-paced, dynamic environment where high-quality, winning proposals are the expectation.
- The perseverance to lead a challenging proposal effort, involving a significant portion of time dedicated to proposal content creation, through to completion.
- A capacity to absorb and respond to feedback and welcome criticism, including unique perspectives and ideas in the interest of an improved outcome.
- The humility and ability to understand that your idea is not always the best idea.
Preferred Skills and Experience:
- Demonstrated 10+ years of experience in an IT project management role or with technical/management functional areas for IT programs.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $130,000 - $200,000 Annually
