Job Overview

 

GovCIO is seeking a transformational results-driven Operations Leader focused on marketing our services, building a pipeline and intake of new connecting partners while serving as a trusted advisor to Veterans Affairs Platform One (VAPO) Office of Information Technology (OI&T) leaders and key stakeholders with a focus on business outcomes. VAPO is an enterprise-class hosting service that containerizes applications, allowing developers to provision environments as needed using infrastructure-as-code (IAC). You will provide strategy and planning for integrated marketing plans and execute campaigns and events that support major technology initiatives and deliver amazing end-user experiences. With a goal of maximizing productivity and making good on technology investments, the team creatively employs consumer-facing experience delivery strategies to drive adoption for internal technology deployments. They are striving to leverage marketing and learning to deliver a considered, understandable, and engaging approach for the end-user.

 

The role will be responsible for developing best-in-class marketing executed across technology programs and product lines.

 

Responsibilities

 

  • Provide strategic marketing counsel
  • Develop omni-channel communications plans with quantifiable impact rooted in business and attendee objectives, audience insights, and a deep understanding of content
  • Establishing the technical needs of the potential stakeholder and suggesting appropriate benefit
  • Keeping potential stakeholder informed about new technological benefits of the product
  • Develop and set priorities, uncover opportunities, and craft marketing investment strategies for developing a pipeline  for partner intake
  • Advise and develop comprehensive guidance for consistent, successful growth  strategies to Technology Program Leaders
  • Identify benchmarks and set data-driven goals for measurement of  intake  and technology adoption
  • Leverage data to make strategic insights into how we take a measured approach in delivering exceptional user experiences
  • Partner across teams, the business, and product owners to develop effective deployment plans to increase awareness and adoption of technology solutions
  • Attend ongoing program management and product status meetings, as needed
  • Leverage strong technical knowledge and analytical skills to evaluate opportunities or assist in making key strategic decisions. Develop recommendations and approaches for strategic and operational improvements
  • Lead research and analytics efforts for the platform to support objectives
  • Develop executive-level communications and presentations to display and communicate strategic and operational updates
  • Develop leadership-level presentations from initial storyboarding to logical structuring to presentation and delivery
  • Superior grammar and usage skills that translate into powerful writing and keen editing ability

 

Qualifications

 

Required Skills and Experience

  • Bachelor’s degree in Engineering, Computer Science, Systems, Business, or related scientific /technical discipline
  • A minimum of 8 years’ experience as a marketing strategist/leader or communications specialist
  • 4 years of additional relevant experience may be substituted for education
  • Experienced in Veterans Affairs OI&T is critical, need to know the audience; possess strong VA experience; technical knowledge and a comprehensive understanding of how the products work
  • Need to be a storyteller, able to instantly connect with people.
  • Exceptional skills in selling product and closing intake; needs to be a great salesperson
  • Initiative-taker who can work in a fluid environment, bring a sense of urgency, and is adaptable to various competing demands
  • Well-developed critical thinking skills with a passion for accuracy and detail
  • Experience in aligning application development with business needs
  • Exceptional analytical and critical thinking skills
  • Deep experience managing creative and vendor resources
  • High proficiency with SharePoint, MS Excel, Word, and PowerPoint

Preferred Skills and Experience

  • 10+ years of marketing or agency experience (Internal or external)
  • Demonstrated experience leading teams and activities
  • Ability to execute complex initiatives across a highly matrixed environment, with strategic focus on business growth and integration
  • Exceptional negotiation and critical thinking skills; flexibility and adaptability
  • Proven ability to collaborate, communicate, and seamlessly lead local and remote teams
  • A strategic planner with the ability to understand institutional needs and think creatively while following established guidelines
