Overview
GovCIO is seeking a candidate for the position of Scrum Master Consultant to support the Centers for Medicare & Medicaid Services (CMS) Management and Design Thinking Office (ManDO) ISPG PMO. This fully remote position is a hybrid that includes skills related to the roles of scrum master, coach, project manager, and business analyst. The environment is dynamic and client needs are often evolving; flexibility and forward-thinking views are important for success. This position is fully remote and available to candidates within the Continental United States (CONUS).
Responsibilities
- Executes and manages the implementation and deployment of Agile solutions. Facilitates agile ceremonies and serves as the business representative in defining the priorities and future direction for the solution. Mentors and coaches others in agile techniques and processes that would most benefit project objectives. Coaches teams in usage of Agile techniques, such as Scrum, Kanban, Feature Driven Development (FDD), etc. Prepares coaching materials, offers shared knowledge sessions, and leads retrospectives to promote continuous learning and continuous improvement.
- Works with client leadership to help define Divisional strategy and vision.
- Fosters a culture of open transparency, collaboration, and alignment within assigned Division.
- Prepares and presents material to teams of all sizes, including the enterprise, showcasing usage and benefits of Agile practices.
- Mentors Division leaders on industry standard Agile techniques
- Works across teams to ensure practices are coordinated.
- Works with and supports multiple Scrum and Kanban teams to develop and groom backlogs for product and service delivery.
- Tracks progress and improvement of teams utilizing new skills.
- Evaluates activities for continuous improvement of teams.
- Responsible for the maturation of business agility within a division or a set of projects and programs within assigned Division
- Serves as Agile SME and business process improvement consultant.
- Comfortable stepping in as a surrogate project manager or coordinator
- Develops and maintains working relationships with division directors, team leads and other stakeholders.
- Develops and manages approaches to assess program risk and manage dependencies.
- Fosters Agile maturity to a state that the Division and Teams are self-organizing and self-managing.
- Facilitates and supports all scrum events: Sprint Planning, Daily Scrum, Sprint Reviews, and Sprint Retrospectives
- Moves team to a high performing level by recognizing areas of strength and improvement and employing appropriate coaching and development techniques.
- Assists the Product Owner through coaching and maintaining the Product Backlog
- Helps define and track both progress metrics and OKRs.
- Collaborates with Division, Teams, and other PMO staff to identify and track cross-team and cross-division work and communicate with stakeholders.
- Identifies training needs in areas of business agility, tool use, and ISPG processes and coordinate delivery of training.
- Facilitates project, program, and division meetings and events.
- Guides teams in planning work in quarterly increments
- Maintains and update Confluence pages with division updates on teams, guidance from directors, information on sprint review presentations, etc.
- Gains an understanding of the ISPG portfolio and value streams and assist project / program teams with their alignment with customer value delivery.
Qualifications
Required Skills and Experience:
- Bachelor with 8+ years (or commensurate experience)
- Agile Scrum Master Certification
- 5+ years of project management experience
- 5+ years working in an agile/scrum environment
- 3+ years of experience in coaching at the team or leadership level
- Must be able to acquire and maintain a Public Trust clearance
- Deep knowledge and understanding of multiple applications of Agile and Agile practices including, for example, Kanban, Scrum, SAFe, and DevOps
- 5+ years of experience as a scrum master and/or product owner
- Experience developing Roadmaps, OKRs, and performance metrics.
- Familiarity with Jira and Confluence, or comparable tooling
- Strong and demonstrated meeting facilitation and management skills
- Excellent verbal communication skills and stellar telework etiquette; must be able to make and maintain effective relationships in a remote work environment
- Ability to prioritize and manage multiple tasks concurrently
- Experience with large organization transformations
- Knowledge of software and infrastructure, SDLC methodologies, and requirements analysis
- Demonstrated experience integrating security best practices into Agile/Scrum frameworks, with a strong understanding of secure software development, DevSecOps principles, and risk mitigation strategies.
Preferred Skills and Experience:
- Experience with / knowledge of information system security and privacy policies and compliance
- Familiarity with coda.io
- Experience with value stream identification, mapping, and management
- Project Management Professional (PMP) certificate
- 2+ years of Centers for Medicare & Medicaid Services (CMS) and/or Government agency experience.
- Security Certification
Clearance Required: Ability to obtain and maintain a Suitability/Public Trust Clearance.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $108,000 - $130,000 Annually
