Overview

GovCIO is currently hiring for a Senior Agile Coach to support the Agile Center of Excellence at the Department of Veterans Affairs Office of Information Technology. The Senior Agile Coach will partner with the Agile Center of Excellence as the VA OIT moves from project management to product and product line management and from waterfall management processes to Agile and Scaled Agile practices. We are seeking individuals committed to delivering and improving quality services to Veterans. This position will be a fully remote position.

Responsibilities

Executes and manages the implementation and deployment of Agile solutions within a technical team. Facilitates agile ceremonies and serves as the business representative in defining the priorities and future direction for the solution. Mentors and coaches others in agile techniques and processes. Coaches teams in usage of Agile techniques, such as Scrum, Kanban, Feature Driven Development (FDD), etc. Coaches teams in usage of key DevOps practices, such as continuous testing, continuous integration/continuous deployment (CI/CD), continuous monitoring and infrastructure as code. Works directly with development teams up to and including large enterprise transformation efforts. Prepares coaching materials, offers shared knowledge sessions, and leads retrospectives to promote continuous learning and continuous improvement.

  • Work with the ACOE and GovCIO team, and partner contractors to develop a plan to implement Agile practices at the Portfolio, Product Line and Team levels.
  • Coaches teams on Agile and DevOps practices that would most benefit project objectives. Help them implement Agile events, identify the roles, manage the respective artifacts and realize the potential of Agile Delivery. Coach teams in practices that deliver value through increased speed, better quality, and greater team engagement.
  • Prepares and presents material to teams of all sizes, including the enterprise, showcasing usage and benefits of Agile and DevOps practices.
  • Mentors project leaders on industry standard Agile and DevOps techniques.
  • Works across teams to ensure practices are coordinated.
  • Tracks progress and improvement of teams utilizing new skills.
  • Evaluates activities for continuous improvement of teams.

Qualifications


Required Skills and Experience

  • Bachelor's with 12+ years (or commensurate experience)
  • Experience working in a pure Agile environment (Scrum, Kanban, SAFe, DevOps) and actively coaching and transitioning teams, programs, and portfolios
  • The individual must hold at least one Agile certification. This includes PMI Agile Certified Practitioner (PMI-ACP), Certified Scrum Master (CSM), Certified Scrum Professional (CSP), SAFe Agilist (SA), or SAFe Program Consultant
  • Experience working with at least one the following Agile tools: IBM Rational (RM, CM, QM), ServiceNow Agile, CA Rally, JIRA or TFS, ALM, or VerionOne
  • Proven leadership experience in IT delivery, building and sustaining high performing teams
  • Experience with providing presentations to virtual and in person teams with an emphasis on remotely-delivered presentations
  • An effective communicator skilled in conflict resolution - exceptional soft skills are essential
  • Demonstrated strong collaboration, negotiation and influencing skills in a highly matrixed organization
  • Effective leadership and analytical skills
  • Advanced written and verbal communication skills


Preferred Skills and Experience

  • Clearance Required: Suitability/Public Trust
  • Agile and SAFe certifications
  • Experience working with the Department of Veterans Affairs (VA)
  • Familiarity with the VA Digital Services Playbook and VA software release process

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $140,000 - $160,000 Annually
