Responsibilities

The Communications Project Manager (PM) is directly responsible to the Task Order Project Manager and the Senior government leadership for the complete management, planning, and development of communications project planning.  This planning includes technical, operational, and financial project planning, that span all 5 phases of the project; Initiation, Planning, Execution, Monitoring and Control, and closure.  The Communications Project Manager must possess excellent oral and written communications skills with a demonstrated capability for dealing with all levels of Government management personnel, Contractor managers, and other Government representatives.

Specific duties include:

  1. Administer, manage and perform planning and implementation activities.
  2. Provide continuity for deployed military personnel on all projects and serve as the focal point for all communication systems planning.
  3. Convene and lead planning meetings, video conferences, and teleconferences.
  4. Coordinate with SMEs, local command, and external agencies to develop and brief project plans.
  5. Coordinate and facilitate communications installations to include frequency authorizations, civil works authorizations, logistical work, and other allied support.
  6. Ensure communications systems architecture, configuration, and integration conformity by coordinating engineering data through the base Communications Systems Integrator (CSI).
  7. Manage implementation of communication systems projects.
  8. Consolidate monthly reports of all communication projects.
  9. Coordinate and process deployed base and command-level requirements.
  10. Track requirements throughout the life cycle to include gathering, collecting, and archiving requirements.
  11. Input requirement into the customer provided database.
  12. Review new construction being managed by the Program Integration Office (PIO) and provide technical support as a coordination activity between the PIO, the local customer at the applicable locations, the CSI-D.
  13. Coordinate with lateral agencies in regard to project logistics, operation and maintenance issues.
  14. Conduct in-depth review of Military Construction (MILCON) project documentation such as technical specifications, architectural drawing, site laydown plans, and electrical and mechanical systems design details and provide detailed design configuration, integration, and technical analysis on the effects of the existing and proposed telecommunication infrastructure.
  15. Document any changes and fix actions for MILCON projects and PIO construction design reviews on the Consolidated Resolution Matrix (CRM) as required and coordinate all inputs and documents with the appropriate PIO, ECS and the CSI-D.

 

Mandatory Requirements:  Knowledge, Education, Certification, Experience

Knowledge.

  1. Experience in planning and leading military communications projects, specifically communications planning, construction, Command and Control (C2) radio and airfield systems, Command, Control, Communications, and Computer (C4), wireless , and SATCOM systems.

Education.

  1. Bachelor’s with 8+ years (or commensurate experience).

Clearance.

  1. Secret Clearance

 

Certification.

  1. Project Management Institute (PMI) Project Management Professional (PMP) certification.

Experience.

  1. Senior level experience in planning and scheduling project tasks. Specifically, gathering and analyzing information to prepare status reports, ensuring assignment and scheduling of work follows policies, evaluating current procedures and recommending changes to improve efficiency of planning and scheduling of projects.
  2. 10 years ‘experience with managing, supervising, and coordinating military communication systems; planning and implementing activities; managing communication architecture, configuration, and integration conformity; working and communicating with military officers.
  3. Must possess excellent interpersonal skills Expert written and oral communications.

Desired Requirements.

  1. Project Management experience in the CENTCOM AOR within the last 5 years.
  2. Current Information Technology Infrastructure Library (ITIL) certifications.
