Responsibilities

 

GovCIO is seeking an Engineering Senior Team Lead, who will be in a Senior Product Delivery Manager role to support building processes that manage and improve OIT’s response posture to system events impacting end users and Veterans. This includes working with business partners to improve communication and responsiveness to application failures by minimizing impacts in performance degradation and availability, working towards a significant reduction in application downtime and impact to the users. This role leads a team of both junior and senior Site Reliability Engineers to deliver effective project management in support of group objectives.

  • Responsible for the communication and coordination of activities between the engineering team, external and internal clients, and contract stakeholders pertaining to team products and product delivery to end‐users.
  • Lead engineering team project and scrum management for OTG activities and projects using agile methodologies.
  • Development and management of engineering team charters, process improvement recommendation documents, and presentations, memorandums of understandings/memorandums of agreements, and Standard Operating Procedures.  
  • Responsible for managing Action Items and following up with action owners to ensure resolution.
  • Support Triage efforts during Major Incidents by deconstructing application performance, interoperability, instrumentation, and human factors to facilitate resolution and development of resilient solutions.
  • Lead coordination and ensure all High Priority Incident (HPI) and Critical Priority Incident (CPI) are triaged properly and routed to the appropriate and correct groups for immediate resolution. 
  • Support Problem Management’s enterprise root cause analysis (RCA) processes in collaboration with appropriate OI&T organizations
  • Capture technical information from the relevant stakeholders and synthesize it into useful information in various formats for OIT senior management and other VA components.
  • Facilitate the collection, development, and/or editing of content for white papers and other communication devices; and assess and evaluate the effectiveness of executive communication to effect process improvement.
  • Support the vision of the overall user experience across all creative disciplines by leading human-centered design, information architecture, usability, and other applicable best practices while aligning deliverables with overall user experience strategies.
  • Focus on optimizing overall customer and end-user experience across all engagement and interactions. 
  • Demonstrate proficiency with DevOps tools, JIRA, ServiceNow, MS Project, and perform tasks using the tools. 

Qualifications

  • Bachelor’s Degree is preferred in Business Administration, Business Management, Computer Science, Information Systems, Information Resource Management, Industrial Engineering, Operations Research, or related fields
  • 5+ years of relevant experience
  • Certifications in relevant UX software plus 3-5 years of relevant experience
  • 8 to 10 years of relevant experience may be substituted for education (13-15 years total)

Required Skills and Experience

  • Experience leading a team of site reliability engineers
  • Experience working with senior-level executives and business partners in federal contracting
  • Be a technical expert with expertise across multiple technology areas and the ability to diagnose complex issues throughout many technologies, including cyber security, IAM or single sign-on, network engineering(LAN/WAN/wLAN, deep packet analysis, databases(Windows, Oracle), Windows and Linux Infrastructure, Cloud engineering (AWS, Azure, other) 
  • Must be able to identify and mitigate risks to the products and business operations
  • Must be able to provide an oral and written discussion of analytical findings using narrative and graphic forms.
  • Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations.
  • Experience with identifying symptoms for process improvement.
  • Analytical and investigation skills.
  • Ability to manage a team, including cost and schedule 
  • Experience demonstrating reporting of activities at a project and portfolio level
  • Communications, including being able to craft content for executive-level presentations
  • IT background and ability to understand technical content

Preferred Skills and Experience

  • Prefer candidates with software development experience or deep knowledge of the software development lifecycle.

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

$165,000 - $185,000
