Job Overview


GovernmentCIO is seeking a Functional Analyst to support the Department of Veterans Affairs (VA) Health Portfolio.


The Health PMO support contract provides IT program management, project management, technical management, financial management, functional planning, and documentation analysis in support of the Enterprise Program Management Office (EPMO) Enterprise Program Management Division (EPMD) Health Portfolio


The VA Health Portfolio is focused on development and execution of quality IT projects that address the needs of Veterans and health care providers through management of health care information and sustainment of production software to keep the mission going.



  • Provide user requirements support in the definition process to collect, identify, define, aggregate, conceptualize, and prioritize requirements.
  • Defines and documents detailed business and functional user requirements, collected through interviews, workshops, and/ or exciting systems documentation and procedures, to evaluate legacy systems, business processes, applications, and data for potential cloud migration.
  • Regularly assess technical systems and monitor systems development efforts to evaluate risks, ensure alignment with current technology trends, and to identify and recommend areas for improvement, cost savings, consolidation, and retirement/ replacement.
  • Meet with stakeholders and serve as an interface for the collection, tracking, and management of operational user requirements for multiple IT Capabilities and systems.
  • Analyze technical and functional systems documentation to identify key points and discover potential problems.
  • Draft business and functional documentation such as mission needs, concepts of operation, cost -benefit analyses, impact assessments, and workflow diagrams.
  • Document business processes and workflows for consumption by technical and non-technical audiences
  • Review vendor deliverables to ensure solution design is fit for purpose, meets business needs, and is operationally sustainable; Work closely with subject matter experts to gather, groom, and prioritize user stories

  • Lead writing efforts for process documentation
  • Deliver high-quality trainings to end-users
  • Work with PMO to manage project scope, issues, risks, and dependencies
  • Develop framework for ongoing system support, maintenance, and enhancements
  • Responsible for the documentation of formal requirements, user case, user stories, test plans, test cases, test scripts




Required Skills and Experience

  • Education Requirements: A Bachelor’s Degree in engineering, or a related scientific or technical discipline is required
  • Years of Experience Required: 5 years
  • 8 Years of Experience may be substituted for Degree
  • Ability to work independently with minimal guidance and supervision
  • Experience with Office 365 products (Excel, Word, PowerPoint) and Microsoft Teams is required

Preferred Skills and Experience

  • PM-related certifications such as CSM, PMP, and ITIL are not required, but good to have
  • Experience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices a plus
  • Must have experience with diverse IT Development projects both large and small preferred
  • Experience with Jira for requirements and development tracking is preferred
  • Ability to obtain and maintain a Department of Veterans Affairs Public Trust
  • Familiar with the VA Veteran-Focused Integration Process (VIP) project management methodology is a plus
