Overview
GovCIO is currently hiring for an HR Generalist/Staffing specialist. This position is hybrid remote with partial time in Silver Spring, MD.
The Defense Health Agency (DHA) Research and Engineering (R&E) Directorate delivers value to the military and veteran communities by shepherding innovative materiel and knowledge products from concept through final product development into the hands of providers and warfighters. It instill best business practices in the creation of these products with the aim to reduce practice variation, enhance pathways of care, improve health, and increase the lethality of a medically ready force.
This role provides professional project management support and staff supervision within the DHA R&E Human Resources, Military & Manpower (HRMM) Team. This position provides direction and supervision to a team of HR analysts and reviews the team deliverables such as position descriptions, reports, memorandums, presentations, meeting minutes, etc. for quality, completeness, and accuracy.
Responsibilities
- Provide advice and assistance on staffing and recruitment placement actions.
- Provide direction and supervision to a team of analysts and administrators.
- Initiate staff coordination and analysis of HR actions.
- Lead quality control reviews of team deliverables and correct accuracy/completeness errors.
- Plan, monitor, and control tasks based on recurring HR action cycles (e.g. performance appraisals, awards, etc.).
- Maintain detailed project and task trackers and provide regular status updates to the client.
- Develop processes, procedures, and job aids to standardize team functions and ensure continuity.
- Foster strong working relationships with HR business partners within the R&E Directorate and DHA HR.
- Analyze, maintain and troubleshoot HR risks and issues and develop courses of action for client decision.
- Train employees on HRMM team functions and tools.
- Plan and develop analyses, reports, and presentations.
- Prepare, analyze, and visualize HR data to enable data-drive decision making.
- Maintain and HRMM SharePoint site and team records.
Qualifications
Mandatory Qualifications:
- Minimum 5 years’ experience working in a Department of Defense Human Resources office, serving in a management/team lead role.
- Bachelor’s degree, preferably in Human Resources, Business, or a related field.
- Proven leadership and management skills.
- Excellent written and verbal communication abilities.
- Familiarity with DoD HR Information Systems, structure, reporting requirements, and related protocols
- Proficient in Microsoft Office products, and other information management tools.
Preferred Qualifications:
- Society for Human Resource Management (SHRM) certification a plus but not required.
- Experience working within a Flag Officer/General Officer level organization.
- DHA work experience preferred.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $71,150 - $105,000 Annually
