Job Overview

GCIO is seeking a Technical Project Manager to support the Department of Veterans Affairs (VA) Office of Technology (OIT) Health Services Portfolio (HSP). You will be responsible for managing scope, cost, schedule, staff, and technical delivery of OIT HSP health IT products delivering VHA Caregiver and Appeals functionality. You will be a key team member of a larger Product Line and Portfolio team so your skills, experience and current observation-based recommendations for the products, Product Line, and Portfolio are key to the greater success of the customers, Veterans and beneficiaries. You will also assist with developing and executing product development and maintenance based on agile, DevSecOps best practices team members and engagement with key stakeholders. You will use current information as well as your domain knowledge, skills, and experience to analyze information and implement proactive and consultative approaches for managing the Products. Responsibilities

  • Leading diverse, integrated project and stakeholder teams – Engaging several executives at various tiers – to meet project, program and portfolio goals and objectives
  • Extrapolating and communicating the client’s main challenges and pain points and the ability to then use strong technical, analytical and investigation skills to craft strong solutions and make recommendations
  • Developing executive-level reports and briefing artifacts, including formulating responses for recurring and ad hoc executive reporting
  • Diligently tracking cost, schedule, risks, and performance while serving as both manager and participant in projects; Responsible for on-time completion of all deliverables
  • Must be able to identify and mitigate risks to the project, and escalate program risks, as necessary

Qualifications

 Required Skills and Experience

  • 15 or more years of experience managing and providing technical development for complex IT organizations, large and small.
  • Bachelor’s degree in Business, Computer Science, Engineering, or other related scientific or technical discipline
  • Additional years of experience can be substituted for a degree
  • Well-versed in DevSecOps and/or Agile IT development and project management methodologies
  • Experience refining requirements and elaborating requests to deliver robust products, recommendations, and solutions
  • Ability to articulate technical expertise gained and used, such as healthcare or benefit related IT software development, in conjunction with project management skills
  • Experience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practices
  • Experience with program control, including the development of controls used to manage performance, including cost, schedule, and staff management as well as the WBS elements to report out status, progress, and accomplishments
  • Experience managing projects/products, delivering systems/tools/solutions in production, while transitioning to better technology solutions for operations
  • Great interpersonal skills and Ability to work independently with minimal guidance/supervision
  • Experience working and managing large teams in remote environments
  • Solid experience with Microsoft and other collaborative tools including Teams, SharePoint, Jira, etc.

 

Preferred Skills and Experience:

  • PM-related certifications such as PMP and ITIL preferred
  • Experience supporting or leading within the Veterans Affair Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus
  • Proven VA (or similar government agency) IT development track record highly desired
