Overview
GovCIO is currently hiring for a Service Management Systems Analyst. This position will be located in San Antonio, TX.
Responsibilities
- Under general direction, formulates and defines system scope and objectives through research and fact finding to develop or modify moderately complex information systems.
- Provides contracting and provisioning of services to customers.
- Exercises analytical techniques when gathering information from users, defining work problems, designing a system of computer programs, and developing procedures to resolve the problems.
- Implements best practices, provides SLA's, and implements quality guidelines and procedures.
- Prepares detailed specifications from which programs will be written.
- Develops and modifies complex systems and develops subsystems to enhance the overall operational system. Analyzes methods of approach.
- Reviews task proposal requirements, gathers information, analyzes data, prepares project synopsis, compares alternatives, prepares specifications for programs, resolves processing problems, coordinates work with programmers, and orients users to new systems.
- Competent to work on routine systems analysis activities, but requires instruction and guidance in complex activities.
Qualifications
- Bachelor's with 8 - 12 years (or commensurate experience)
- Manages experienced professionals who exercise latitude and independence in their assignments. Often heads one or more sections or a small department within the function.
- Interprets and administers policies, processes, and procedures that may affect sections and subordinate work units.
- Assignments are defined in terms of activities and objectives. Work is reviewed upon completion for adequacy in meeting objectives.
- Decisions have an impact on work processes and outcomes. Erroneous decisions or recommendations or failure to complete assignments normally result in serious delays and considerable expenditure of additional time, human resources, and funds.
- Knowledge and experience in cross-functional management methods and techniques
- Strong interpersonal skills - ability to partner with client and internal stakeholders to develop relationships
- Current ITIL v3 Certification and related enterprise experience
- Demonstrated strong Service Management knowledge in key ITSM processes including Incident Management, Problem Management, Change Management, Service Level Management and Knowledge Management
Conflict management and problem solving skills - Proven track record of developing and providing SLAs and Service Desk deliverables, implementing best practices, and implementing quality guidelines and procedures
- Proficient in Microsoft Office
- Proficient in Microsoft Project
- Linux and Windows System Administration Skills (desired: Microsoft Windows/Red Hat/Linux)
- Knowledge of Virtualization Environments/Configurations (desired: VMware)
- Knowledge of website design
- Clearance Required: Must be able to obtain a Public Trust

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $84,000 - $146,000 Annually
