Overview
GovCIO is currently hiring for a Project Manager. This position will be a fully remote position.
Responsibilities
GovCIO is seeking an experienced and highly motivated Information Technology Technology (IT) Project Manager to oversee and manage IT projects supporting our client. The ideal candidate will have a proven track record of successfully managing projects in an Agile Scrum environment, while adhering to the PMBOK framework. The Project Manager will be responsible for leading and managing projects from initiation to closure, ensuring that project objectives are met on time, within budget, and to the satisfaction of all stakeholders. The ideal candidate will possess strong leadership, communication, and technical skills, along with a proven track record of successfully managing IT projects.
- Team Leadership: Provide clear direction, guidance, and support to project team members. Foster a collaborative and high-performance work environment.
- Project Planning: Create and maintain comprehensive project plans, including scope, objectives, deliverables, timelines, and budgets, in collaboration with stakeholders and team members in accordance with PMBOK standards.
- Project Execution: Execute project plans, monitor progress, and ensure timely delivery of project milestones. Use Agile Scrum methodology to manage project tasks, backlogs, sprints, releases, and communicate progress to stakeholders. Produce accurate and timely project status reports for stakeholders and management.
- Coordination: Facilitate project meetings and lead project teams, ensuring that all team members are aligned and informed.
- Change Management: Assess the impact of project changes and effectively manage change requests. Communicate changes to stakeholders and ensure proper documentation and approval processes are followed.
- Risk Assessment and Mitigation: Identify, communicate, and manage project risks, issues, and dependencies, and take proactive measures to mitigate them.
- Vendor Management: Collaborate with vendors and external partners to procure necessary resources and services. Monitor vendor performance and resolve any issues or conflicts that may arise.
- Quality Assurance: Ensure that project deliverables are of high quality and meet stakeholder expectations.
- Resource Management: Identify and allocate resources required for project execution, including personnel, hardware, software, and third-party services.
- Budget Management: Monitor project budgets, track expenditures, and report on financial status if applicable. Identify and address any budget deviations or risks promptly.
- Post Project: Conduct post-project evaluations and lessons learned sessions to identify areas for improvement.
Qualifications
Required Skills and Experience
- Strong team player with a high level of professionalism, integrity, and ethical conduct.
- Minimum of 6-9 years of experience in IT project management, with a proven track record of successfully delivering complex IT projects in an Agile Scrum environment.
- Five (5) years of broad, extensive, and increasingly responsible Project Manager project experience applying project management principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity.
- Two (2) successful ServiceNow implementations completed in an Engagement Manager/Project Manager role in the last two years.
- Strong knowledge of ServiceNow platform capabilities and functionalities.
- Knowledge of ITIL practices and IT service management principles.
- Proficient in project management software tools such as Microsoft Project and ServiceNow SPM/PPM.
- Solid understanding of IT systems, infrastructure, and software development lifecycles.
- Strong understanding of project management methodologies such as PMBOK, Agile Scrum, Kanban, and Lean Six Sigma.
- Exceptional verbal and written communication skills, with the ability to effectively interact with stakeholders at all levels of the organization. Strong presentation and negotiation skills.
- Strong problem-solving and analytical skills.
- Ability to manage multiple projects simultaneously and prioritize tasks effectively.
- ITIL v4 Certification
- PMP Certification
Preferred Skills and Experience
- Bachelor's degree in Information Technology, Computer Science, or a related field preferred.
- Experience working with U.S. Government Agencies
- Scrum Master certification such as CSM (Certified Scrum Master) a plus.
- Experience with the PPM module in ServiceNow

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
