Overview

GovCIO is currently hiring for a Solution Architect. This position will be located in Washington, DC. This position will be responsible for providing expert/detailed information on the current enterprise systems supporting the mission of USAID. A viable candidate will need to understand the business processes, needs and designs of any/all production systems and provide technical analysis on the current architecture.  Understanding user interactions, system outputs and responsibilities will be key to providing MCIO the guidance required to support current & future system capabilities/strategic needs/interactions with other like systems. This individual will assist in the reviewing, analyzing, evaluating ideas, projects and opportunities to develop new products, new technologies and business models for the business segments. 

Responsibilities

  • Communicates with technical, applications, and operational staff, in order to design an optimized database architecture (performance, accessibility, backup, and recovery plan).
  • Analyzes and makes recommendations for improvements to existing software regarding database performance, stability, usability and scalability.
  • Performs logical and physical data modeling, designs relational database models and creates physical data models from logical data models.
  • Designs database servers and interfaces to improve database and application performance.
  • Supports the development effort by authoring stored procedures, functions, views and check constraints.
  • Coordinates the planning, design, and installation of equipment, using knowledge of engineering and programming as well as sophisticated instruments and computers
  • Participates in system conceptual design and documentation of the design concepts.
  • Installs all new hardware, systems, and software for networks.
  • Designs, creates, and builds network services, equipment and devices.
  • Generates system level requirements verification procedures and customer acceptance test procedures.
  • Monitors system performance and implements performance tuning.
  • Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.

Qualifications

 

  • BS degree in Engineering, Computer Science, or related discipline as well as Technology Certifications with 15+ (or commensurate experience)

  • Be a seasoned Solution Architect with federal and/or commercial experience.
  • Hands on knowledge with Business Management Systems and Business Systems Architecture experience.
  • The ability to identify strategic business transformation opportunities as well as overseeing critical deliverables such as business capability models, business capabilities, and value streams.
  • Full understanding of PMBOK.
  • Bachelor’s Degree in IT/Business related field.
  • 10+ years of Business Architect experience (without a Master’s Degree) or 8 years of IT Architecture experience (with a Master’s Degree).
  • Clearable individual for a government Secret Clearance.
  • Display interpersonal skills, problem-solving skills, and time management skills.
  • Effective written and verbal communication skills.
  • The ability to lead Senior Management through the development of a solution architecture plan for a line of business. This includes the ability to evaluate and present information that will facilitate effective and timely decision-making through written and oral communication materials that effectively summarize findings with recommendations.
  • Experience in creating architectural models demonstrating how products, operations and systems interoperate within the organization.
  • Clearance Required: Must be able to acquire and maintain active Secret clearance

Preferred Skills and Experience

  • Clearance Required: Clearable individual for a government Top Secret Clearance.
  • 6+ years of working directly for (or contracting for) a government agency.
  • TOGAF Certification.
  • Experience in performing Solution Architecture support for a large government system and provide in-depth synopsis during initial interviews with current supporting staff.
  • Demonstrated understanding of how to communicate between the Business Owners and the Technical Teams to create roadmaps, determine improvement opportunities and implement data access/protection strategies across the enterprise systems.
  • Ability to function as a liaison to Business and IT partners in order to gain a broad understanding of industry trends and innovations, and their impact on technology.
  • The ability to work with USAID partners and USAID IT architecture team(s) in developing an IT framework that aligns with the business plan.
  • The ability to conduct analysis to determine best path for solving business problems/opportunities that may include process improvement, systems enhancement, user training, and/or software procurement.
  • Experience and understanding of International Development with some background in the international space or with companies that are involved or connected in some way with international projects similar to what USAID provides aid to - and are typically related to:
    • Improving global health,
    • Enhancing food security and agriculture;
    • Improving environmental sustainability;
    • Promoting education;
    • Helping societies prevent and recover from conflicts; and
    • Providing humanitarian assistance in the wake of natural and man-made disasters.

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $165,000 - $180,000 Annually
