Responsibilities

  • Cradle to grave contracts and documentation management; review for completeness and compliance
  • Support proposal development and prepare solicitation documentation to include coordinating efforts with contributors
  • Provides strategic guidance and contract activities supporting internal business groups such as Capture, Pricing, Subcontracts and Procurement within the organization with reviewing solicitations and proposals for compliance to complex requirements and regulations of IDIQs, BPAs and GSA Schedules
  • Assist with gathering data and tracking of the review, analyzing and negotiation of prime contractor proposed clauses, terms and conditions incorporating clauses, technical specifications, statements of work and other certification and representations, and maintains compliant contract & subcontract files in accordance with established policies, procedures and FAR guidelines.
  • Review and negotiate non-disclosure and teaming agreements with potential prime contractors
  • Compiling, documenting and assisting with contract and subcontract proposals and awards  in accordance with established process and procedures
  • Support and/or lead post-award contracting actions as required, including contract & subcontract award, modifications, and closeout activities.
  • Create and maintain contract file documentation in accordance with established process and procedures
  • Assists with Contractor Purchasing System Review (CPSR) internal and external audits and provides program support to both internal and external customers
  • Support or lead coordination with other functional areas on matters related to contracting and subcontracting; prepares responses as necessary to customer correspondence and other requests
  • Establish and maintain a working relationship with the various business and functional teams through regular meetings, emails, and other forms of communication
  • Responsible reviewing contracts, verifying accuracy, and resolving discrepancies in line with company rules and guidelines
  • Performs other duties assigned.

Qualifications

 

Required Skills and Experience

  • Bachelor’s degree / 8+ years
  • Proficient with Microsoft Office applications; Intermediate to advanced Microsoft Excel and Word skills
  • Strong analytical skills; able to develop and interpret complex reports, and related documentations
  • Build and foster successful working relationships
  • Successfully manage multiple ongoing projects and prioritize based on current need
  • Working knowledge of the Federal Acquisition Regulations (FAR), other departmental FAR Supplements (e.g., VAAR, DFARS)
  • Proficient knowledge of legal requirements pertaining to relevant contracts.
  • Excellent organizational, analytical, problem solving, and negotiation skills/techniques
  • Outstanding communication and interpersonal skills, both written and verbal

Preferred Skills and Experience

  • Experience working with the Department of Veterans Affairs and knowledge of VAAR
