Overview
GovCIO is currently hiring for a Senior Pricing Manager to review/summarize complex RFPs, lead complex price proposals/narratives, ensure full compliance of a proposal, and developing/refining financial analyses/projections. This position will be preferably located in DC/Maryland/Virginia area and will be a fully remote position.
Responsibilities
GovCIO is hiring a Sr. Pricing Manager to join our corporate Pricing team supporting both civil and defense Government contract price proposal development. The Sr Pricing Manager is responsible for preparing pricing proposals and narratives for all new business proposals, change proposals, and task orders including, but not limited to, fixed price, cost type, time and materials, and IDIQ contracts.
- Leads the generation of proposals and responses to RFPs, RFIs, and RFQs
- Develop complex price proposals and price narratives to be in full compliance with customer RFP requirements, cost estimating system policies and procedures, and company bid governance requirements
- Perform analyses such as Program Execution Models, Program Risk Analyses, Profitability Models, What If Scenarios, and RFP Requirements Summaries
- Reviews, advises on, and/or conducts cost and schedule risk analyses on functional responses to proposals and assists in the preparation and presentation of review material to executive management
- Reporting, Summarizing, and Presenting Analyses and Price Models to Executive Management
- Lead, contribute to, and advise on pricing strategy to improve the probability of win while weighing contract price risks and opportunities
- Advises management of pricing rights/obligations and provides an interpretation of RFP requirements
- Develops cost estimation procedures, systems techniques to assist in ensuring compliance with government and/or commercial customer requirements
- Provides in-depth knowledge of FAR/DFAR and other applicable government regulations; reviews Request for Proposal (RFP) and proposal documents for pricing compliance, strategy, and risk assessment
Qualifications
Required Skills and Experience:
- Bachelor's with 12+ years (or commensurate experience)
- Proficient with MS Office Suite with Advanced MS Excel experience
- Proven expertise in developing and leading large, complex solutions-based bids in the Federal Government services market
- Experienced in developing financial strategies for proposals and developing plans to both execute strategies in proposals and plan strategies for execution team
- Proven ability to lead price proposals that have successfully bid and won all types of contracts (FP, T&M, CP, IDIQ) including both Certified Cost and Pricing Data and other than CCPD proposals
- Strong financial acumen and proven ability to partner with Business Operations on Bid versus execution proforma P&Ls
- Demonstrated experience working collaboratively across functional areas (Ops, BD, Capture, Contracts, Finance, etc.) to deliver competitive and compliant bids the result in winning profitable proposals
- Presentation skills: and ability to communicate understandably and concisely with internal and external stakeholders

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $125,000 - $150,000 Annually
