Responsibilities
Provide management, direction, administration, quality assurance, and leadership of the execution of this TO. The PM responsibilities shall include assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall performance. The PM shall be responsible for quality and efficiency, including technical issues and business processes.
Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.
- Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.
- Maintains aggressive efforts to achieve objectives.
- Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
- Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
- Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.
Qualifications
- Bachelor’s with 15+ years (or commensurate experience)
- Possess a TS clearance with eligibility for SCI at time of proposal submission.
- Possess an active Project Management Institute (PMI) Project Management Professional or Program Management Professional certification.
It is desired that the PM has the following qualifications:
- Possess a minimum ten years of experience with PM in a DoD/IC environment performing in a subject area related to the TO (e.g., IT management or computer science).
- Possess experience with IT Service Delivery using an ITIL/ITSM framework similar in size, scope, and complexity to the requirements of this TO. We are looking for Program Managers that have experience managing Programs over 400M with scope related to “the full spectrum of lifecycle services to information technology (IT) systems and related applications acquired under the Defense Acquisition System (DAS); This acquisition includes all services required to plan, design, architect, develop, test, implement, train, deploy, transition (i.e., Programs of Record [POR’s]), operate, continuously integrate / 3 6/9/2021 continuously deliver, sustain, sunset and decommission DCSA DAS IT systems and related applications.
- Possess experience managing and leading geographically dispersed staff of varying skill levels in a project environment similar to the requirements of this TO.
