Job Overview


GovCIO is seeking a candidate for the position of Senior Program Manager to support the Department of Veterans Affairs (VA) Health Services Portfolio (HSP). The Program Manager will be a hands-on sub-portfolio leader who will be responsible for day-to-day oversight of multiple projects as well as participation in the development and implementation of the overall HSP strategy. The candidate will also participate as a working team manager; strong experience in hiring and managing a large pool or resources is important. The Program Manager will be responsible for client interactions and ensuring that assigned projects are staffed with strong resources that produce quality deliverables against scope and schedule. The environment is dynamic and client needs are often evolving; flexibility and forward-thinking views are important for success.


Specifically, the candidate will lead a team supporting VA’s Office of Information Technology (OIT), Healthcare Environment, and Logistics Management (HELM) Product Line effort to modernize VA’s supply chain management systems. The primary focus is supporting the Enterprise Supply Chain Management (eSCM) Defense Medical Logistics Standard Support (DMLSS)/LogiCole program. DMLSS is the Department of Defense (DoD) supply chain and logistics management software and has been identified by VA as its target system for supply chain modernization. These deployments are conducted in partnership with the OIT’s eSCM PMO, the Veterans Health Administration (VHA) VA Logistics Redesign (VALOR) Program Office, and the Department of Defense. Other entities, such as the Office of Electronic Health Record Modernization (OEHRM) and the Financial Business Modernization Transformation (FMBT) program, are also integral to the success of the DMLSS initiative. DMLSS/LogiCole will be deployed to every VAMC and will replace legacy systems which will eventually be decommissioned. Knowledge of VA’s medical/logistics supply chain management environment or other healthcare organizations’ supply chain management is highly desirable.




The candidate will lead in three interrelated areas: Portfolio Management, Product Line Management, and Product (i.e., project) Team Management. These lists are not exhaustive and will change as VA/OIT’s strategic direction evolves and the GovCIO contract support evolves.


Portfolio Management – As a member of the GovCIO Leadership Team, the candidate will support the Portfolio with the following activities.

  • Support day-to-day GovCIO Portfolio operations including setting the GovCIO general direction, Portfolio-level reporting, and responding to data calls.
  • Work with the GovCIO Leadership team to determine and execute strategic initiatives on behalf of HSP and internally for the GovCIO Portfolio team, either collectively or as directly assigned to the candidate.
  • Provide career development support and administrative oversight to assigned staff including ongoing feedback, mentoring, and annual assessment reviews.


Product Line Management – As the GovCIO Product Line Leader, the candidate will support the HELM Product Line with the following activities.

  • Support HELM Leadership with managing the Product Line including, but not limited to, developing and executing Product Line Management strategies, developing briefings to senior VA and OIT leadership, supporting data calls, supporting recurring reporting activities, facilitating recurring meetings, and performing research.
  • Support HELM in meeting OIT’s Product Line Maturity initiatives including working with HELM teams to enable DevSecOps tools and techniques.
  • Support HELM with Product realignment and intake activities.
  • Work with HELM’s Product Line Management Team and VHA business and product owners to solve business problems.


Product Team Management – As the GovCIO Product Line Leader, the candidate will oversee the GovCIO Product support teams with the following activities.

  • Support the GovCIO Project Manager in executing daily tasks by advising and clearing obstacles.
  • Meet with VA counterparts to understand their specific needs and obtain feedback on GovCIO’s performance.
  • Work with VA counterparts to forecast upcoming Product resource needs and proactively planning for, and executing, on appropriate staffing actions and shifts in Product work directions.
  • Lead staffing actions including hiring, terminations, and LOE/cost management.
  • Work with the GovCIO project team to ensure execution of daily tasks at a high-quality level, maintain morale, clear obstacles, advise on task execution, and provide hands-on task execution support as needed.



  • VA experience, specifically if the experience is within OIT and the Health Services Portfolio.
  • Supply chain management expertise required, preferably within VA or similar healthcare operations.
  • Experience drafting strategic vision for a large project or program.
  • Strong analytical and investigative skills for crafting solutions to challenging problems or issues.
  • Experience taking vague requirements and requests and delivering robust products, recommendations, and/or solutions.
  • Ability to extrapolate and communicate a client’s main challenges and pain points and the ability to craft strong solutions and make recommendations.
  • Experience managing programs delivering systems/tools/solutions in production, while transitioning to better technology solutions.
  • Experience across Agile and DevSecOps areas.
  • Experience developing and using metrics to drive business decisions.
  • Demonstrated and current experience managing programs with complex data processing requirements.
  • Experience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practices.
  • Experience with developing requisitions, interviewing, staffing, and overall resource management.
  • Experience with program control, including the development of controls used to manage performance, including cost, schedule, and staff management as well as the WBS elements to report out the status, progress, and accomplishments.
  • Must have experience with diverse IT projects, both large and small.
  • Must be able to manage a portfolio of projects.
  • Must be able to identify and mitigate risks to the program.
  • Must be able to manage to cost, schedule and performance.
  • Must be able to multi-task to serve as both manager and participant in projects.
  • Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations.



  • Education Requirements: Master’s degree or Bachelor’s degree in Engineering, Computer Science, Systems, Business, or related scientific /technical discipline.
  • Years of Experience Required: 15+ (10 years can be substituted for Master’s or Bachelor’s degree).
  • Ability to work independently with minimal guidance and supervision.
  • Experience working and managing large teams in remote environments.

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

$130,000 - $150,000
