Job Overview

GovCIO is seeking a transformational results-driven Senior Technical Writer to serve as a trusted advisor to Veterans Affairs (VA) Veterans Experience Technology Platform Services (VETPS) contract under Office of Information Technology (OI&T) leaders and key stakeholders with a focus on business outcomes. VETPS covers various IT and health IT support services including program planning, software engineering, enterprise network support, cybersecurity assistance and maintenance support.

Responsibilities

  • Manage the process for intaking, assigning, tracking, and responding to stakeholder information requests, data calls, and action items for Office of the Chief Technology Officer (OCTO) and VA’s Digital Experience Product Line
  • Coordinate actions including congressional requests, VA policy document review/concurrence and memorandums for distribution using VA Integrated Enterprise Workflow Solution (VIEWS)
  • Consolidate information from project subject matter experts and from personal knowledge to develop complete drafts of communication products and data calls responses, and present to clients for review and approval
  • Maintain a knowledge management repository and historical record of communication responses and artifacts, which is continuously updated based on development activities and new business requirement
  • Manage VA Product Line Accountability and Reporting Systems (VA PARS) reporting for the DE product line, reporting risks, accomplishments, planning activities, and releases
  • Create and maintains various product line process documents for recurring tasks, such as reporting releases and outages, distributing product daily summaries and weekly status reporting
  • Provide communications and promotional support through the development of presentations, talking points, web content, social media, newsletters, and Congressional responses
  • Work with product managers to develop product roadmaps and milestones, create business value propositions and business metrics, and provide data for product scorecard reporting
  • Provide SharePoint and Teams administration for the Product Line, including maintenance of user groups, approval/denial of access requests, configuration of lists and libraries, and establishment of version settings and standard naming conventions
  • Continuously evaluate the effectiveness of the information requests processes and make recommendations for continuous process improvements.
  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Function as part of an integrated team sharing products, best practices, and information.
  • Ensures that all documents and products are Section 508 compliant and published in accordance with VA style and standards.
  • Maintain access to VIEWS, VA PARS, Domo, GitHub, Jira, and VA Systems Inventory (VASI).

 

Required Skills and Experience

  • Bachelor’s Degree in engineering, or a related scientific or technical discipline is required
  • 5 years of related experience
  • 8 years of additional relevant experience may be substituted for education
  • Determine the clearest and most logical way to present information for greatest reader comprehension
  • Excellent written and oral communication skills
  • Demonstrated excellent skills working in MS Word and MS Excel, building PowerPoint decks, and proficiency with Adobe Acrobat, MS Teams, SharePoint, and Visio
  • Meticulous organizational and time management skills
  • Ability to work independently in an extremely demanding environment
  • Ability to obtain VA clearance

Preferred Skills and Experience

  • Previous Department of Veterans Affairs experience preferred
  • Experienced with Agile, DevSecOps, Scrum and PMBOK best practices a plus.
  • Familiarity with JIRA, GitHub, and Confluence a plus
  • Ability to foster collaborative relationships with other teams and external stakeholders
  • Be flexible to change in direction at a moment’s notice while also tracking/executing tasks in progress
  • Ability to think “outside of the box” while communicating or dealing with a variety of situations
  • Critical and analytical thinking abilities with great attention to detail
  • Possess a clear understanding of the activities, roles, and responsibilities on large-scale IT projects.

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

$80,000 - $85,000
