GovCIO is seeking a Subcontracts Administrator II to join our team-oriented, customer-focused Subcontracts and Procurement Team.  GovCIO is a full-service information technology and enterprise service management provider.  For more than 30 years, we have been entrusted with providing the U.S. government and partner nations mission-critical support for their complex requirements.  This includes cyber operations, network engineering, software development, C5ISR, mission services, and sustainment solutions for federal Health, Civilian, Veteran, and Department of Defense agencies, as well as commercial customers.

Responsibilities

 

The Subcontracts Administrator II is targeted to individuals who have 2-5 years of experience in the government subcontracting/procurement arena, familiarity, and knowledge with the FAR/DFARs, has a bachelor’s degree, is self-motivating and capable of applying problem solving to a variety of moderate scope issues, and works within limited supervision following established guidelines and policies.   • Evaluate Request for Proposals (RFPs), reviewing contract terms and conditions, clauses, and applicability.
  • Assist with identifying and developing RFPs and responding to Request for Information (RFI).
  • Assist with gathering data and tracking, analyzing, and negotiating vendor proposed terms and conditions and pricing submissions to determine source selection and fair and reasonableness determinations.
  • Process non-disclosure (NDA) and teaming agreements (TA).
  • Compile, document and conduct subcontract awards.
  • Support subcontractor data calls and reporting.
  • Draft and issue RFPs after completion of market research and established source selection criteria.
  • Draft subcontracts, incorporating clauses, terms and conditions, technical specifications, statement of work (SOW) and certification and representations
  • Assist post-award contracting actions, including subcontract modifications and closeout activities.
  • Create and maintain procurement file documentation IAW approved purchasing system with established Procurement Process and procedures.
  • Assists internal and external audits including CPSR
  • Provide program support to both internal and external customers timely.
  • Prepare subcontractor correspondence and other requests.
  • Develop a working relationship with different business teams to support requirements through regular meetings, emails, and timely communication.
  • Performs other duties assigned.

Qualifications

Education

  • Bachelor’s degree (or equivalent experience) in business administration, mathematics, accounting, or economics.

Experience:

  • Two (2) to five (5) years of related experience administering contracts/subcontracts, purchasing or contract administration using a variety of contract types.

Skills:

  • Shall have a thorough working knowledge of the Federal Acquisition Regulations (FAR), other agency/departmental FAR Supplements (e.g., VAAR, DFARS)
  • Proficient knowledge of legal requirements pertaining to relevant contracts.
  • Excellent organizational, analytical, problem solving, and negotiation skills/techniques
  • Outstanding communication and interpersonal skills, both written and verbal
  • Excellent reading and comprehension skills
  • Proficient with MS Office Excel, Word, and Power-Point
