Job Overview

 

GovCIO is seeking a highly experienced technical architect, tactician, strategist, and product delivery specialist to support the Department of Veterans Affairs (VA) within the Office of the Chief Technology and the Principal Deputy Assistant Secretary (PDAS).  Your role will be advisory but require hands on experience working with product teams to assess overall health, product delivery capabilities, and alignment to VA Digital Transformation Strategy (DTS) priorities and Office of Information Technology (OIT) mission to be the best IT organization within the federal government. The VA has recently adopted an increased focus on engineering excellence and product delivery standards under several key priority areas. This role will embed you in the most critical areas of the VA and use your experience as a technical architect and leader to synthesize findings on product health, infrastructure and DevSecOps capabilities, and then share recommendations on future direction based on best practices, alignment to the VA DTS, and product goals and objectives. The VA serves our Nation’s Veterans first and we must deliver new and updated IT capabilities to empower self-service, reduce time to market, and move the VA towards successful outcomes driven by the DTS priorities. The environment is dynamic and client needs are evolving; flexibility and forward-thinking views are important for success.

Responsibilities

  • Quickly deep dive into the DTS, the VA landscape and organization, and use your knowledge as a product delivery specialist to assess technical architecture, product health, business goals, and alignment to existing goals and objectives.
  • Build a trusted advisory relationship with the CTO and the PDAS and understand their vision and goals for success, expected outcomes, and how they envision moving the organization forward.
  • Create a plan for assessment at the product level based on the objectives and earn the trust of the product teams as an embedded advisor and coach.
  • Use product team’s metrics and outputs and validate against meaningful and valuable releases to the end user with a focus on user outcomes versus a raw metric of delivered capabilities/velocity.
  • Understand Human/User Centered Design and how end user experience drives outcomes and success for the customer base.
  • Provide tactical and strategic advisory plans on how to move the needle towards the DTS priorities and work with the product teams to focus their resources and energy on the key initiatives with most ROI.
  • Travel to DC for a few client meetings.

Qualifications

 

Required Skills and Experience

  • Bachelor’s degree in Business, Computer Science, Engineering, or other related scientific or technical discipline
  • 15 or more years of experience managing and providing technical development for complex IT organizations, large and small.
    • Additional years of experience can be substituted for a degree
  • Expert hands-on Agilist that has hands-on experience with successful delivery, understanding of the different agile modalities, and a boots-on-the-ground understanding of the pitfalls and anti-patterns that occur within complex environments.
  • Coaching, mentoring, and trusted advisor experience and mentality with a proven track record within such roles.
  • Mature written, verbal, and visual communication with sensitivity to the perspectives, limitations, and needs of different audiences
  • Technical experience as a developer, DevSecOps engineer, or other technical field within the product delivery space.
  • Demonstrated technical management experience as a Product Manager or Product Lead.
  • Ability to distill/optimize/simplify complex concepts, diagrams, and reports for consumption by different audiences
  • Demonstrated ability to tailor recommendations into actionable implementation plans that can balance future vision and existing goals and objectives.

Preferred Skills and Experience

  • Experience supporting or leading within the Veterans Affairs Office of Information.
  • Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus.
  • Solid experience with Microsoft and other collaborative tools including Teams, SharePoint, Jira, etc.
  • Mural, Invision Freehand, or other visual remote collaboration tools.
  • Experience in the design of enterprise technologies.
  • Experience in developing future state architectures.
