GovCIO is looking for a highly experienced technical architect / strategist to lead a multi-year IT Modernization effort. The technical architect will work closely with executives and senior managers of our customer (a federal government agency), business architects and functional consultants to develop strategies to optimize current and future IT investments. This includes to conduct a comprehensive review of the current state architecture of the agency’s IT systems, assessment of the current plans, and development of a future state enterprise IT architecture. The future state IT architecture will capture in detail the use of the current and planned technology implementations at a segment level – i.e., it will be an all-encompassing component architecture that includes the mapping of the tools and technologies with the presentation, business logic, database, security, and technical infrastructure layers. The future state architecture will align with the future state business architecture, taking into consideration the business process reengineering (BPR) and remodeling (BPM) efforts. Specifically, the agency will look to assess whether the technologies on the current roadmap, including Microsoft Dynamics, Power Apps and related MS stack tools, can be integrated to provide key capabilities including but not limited to payment management, customer relationship management (CRM), case management system (CMS), correspondence management, imaging and content management. The successful candidate will apply his/her diverse experience to analyze key mission essential operational capabilities, understand current business processes, IT systems that support those capabilities and future Modernization plans.  The agency’s future plans include a migration of the IT systems to the cloud. The customer’s objective is to remove silos that currently exist in the business process, streamline workflows, reduce technology obsolescence, reduce technology sustainment cost, eliminate duplication of efforts, and maintain a single source of truth. The agency’s goal is to provide excellent user experience and timely service to its external customers through people, process and technology improvements.




  • Demonstrate executive level presence in all aspects of this role including the ability to work independently, collaborate across teams both with government staff and GovCIO personnel, and provide formal and informal briefings as needed.
  • Quickly develop a wholistic view of the agency’s current IT architecture, business operations, in-flight technology modernization initiatives and future plans will be key to successfully partner with the customer and to develop strategies to accomplish the objectives.
  • Operate at the intersection of business and technology domains; therefore, mature written and verbal communication skills and a customer service mindset are essential.
  • Provide continuing oversight and advisory services for the implementation of the approved Roadmap.



  • Bachelor’s with 15+ years (or commensurate experience)
  • Over 15 years’ experience as a technical architect / consultant
  • Experience in Microsoft enterprise technology and tools, specifically MS Dynamics in the cloud, PowerApps, Power BI, and Azure DevOps
  • Experience in the design, development and implementation of enterprise technology in on-prem, cloud and hybrid environments
  • Experience in developing future state IT segment architecture
  • Experience in developing As-IS, To-BE and future state IT solutions, and implement business process reengineering (BPR) and business process modeling (BPM) requirements, 
  • Highly experienced in the Cloud technologies, preferably Microsoft Azure, including developing and executing strategies for migration of applications to the cloud, including developing and executing strategies for migration of applications to the cloud
  • Well versed in the Agile and DevSecOps processes, tools and technologies
  • Demonstrate knowledge and practical use of innovations in AI/ML
  • Experience in advising customers on latest innovations in business process automation technologies, including low-code/no-code workflow-based technologies
  • Highly knowledgeable in user centered design principles (UI/UX), technologies and tools
  • Experience in developing key performance indicators (KPIs) that include quantitative and qualitative performance measures
  • Experience in facilitating IT change management and configuration management processes
  • Experience in developing and / or supporting feature-benefit and cost-benefit analyses using state of the art total cost of ownership (TCO) models
  • Demonstrates ability to tailor recommendations into actionable implementation plans
  • Possesses excellent written and verbal communication skills
