Job Overview


GovCIO is seeking a highly experienced Technical Manager to support the Department of Veterans Affairs (VA) Office of Technology (OIT) Health Services Portfolio (HSP) Health Technology Services Management (HTSM) team. You will work closely with Product Line Leaders of our IT customer, their business customers, and technical consultants to develop strategies to optimize current and future IT investments and solutions and provide advice to our customer on tool usage and technology intake actions. You will lead a small team including solution architects and other technical staff, who maintain a comprehensive review of the current state architecture of the customer’s IT systems, support tools such as JIRA and testing tools, and support risk management. You will manage their workload and customer satisfaction. You will use current information as well as your domain knowledge, skills, and experience to analyze information and implement proactive and consultative approaches for managing the products.   • Quickly develop a holistic view of the organization’s current IT architecture, business operations, in-flight technology modernization initiatives, use of tools, and future plans
  • Build a trusted advisory relationship with the customer’s Technical Director and leadership team
  • Become SME for Product line intake process using team resources to advise client
  • Support and defend the Intake process for new work and change requests
  • Lead a small team of solution architects and other technical staff who support tools and processes
  • Build/augment technology roadmaps and runways that align with higher organizational strategies and vision
  • Manage and track technical data across products and teams for easy inquiry and in support of data calls
  • Leverage GovCIO resources across programs
  • Monitor/interpret technology memos/policies/directives from higher leadership and recommend approaches




Required Qualifications  

  • Bachelor’s degree in Engineering, Computer Science, Systems, Business, or related scientific /technical discipline,
  • 15 or more years of relevant experience providing intake support and technical management for complex IT organizations,
  • 10 additional years of relevant experience can be substituted for a degree
  • 8 or more years of relevant experience providing intake support and technical management for complex IT organizations
  • Experience managing other people
  • Mature written, oral, and visual communication with sensitivity to the perspectives, limitations, and needs of different audiences
  • Demonstrated technical management experience
  • Ability to distill/optimize/simplify complex concepts, diagrams, and reports for consumption by different audiences
  • Well versed in Agile, and DevSecOps culture, processes, measures, and tooling
  • Solid experience with Microsoft and other collaborative tools including Teams, SharePoint, Jira, etc.


Preferred Skills and Experience:

  • Experience supporting or leading within the Veterans Affair Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus
  • Scaled Agile Framework (SAFe) certified or significant experience in SAFe or  SAFe transformation
  • Experience in developing and / or supporting feature-benefit and cost-benefit analyses
  • Demonstrates ability to tailor recommendations into actionable implementation plans

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

$130,000 - $136,000
