Overview
GovCIO is currently hiring for a Director, Technical Program Management to drive technical program and project execution for a diverse set of technical services and customers in a managed services delivery environment. This position will report to the Vice President, Digital Services located in Austin, Texas, and will be a remote engagement position with limited travel to support partner and customer engagement when needed. This is a filly remote position.
Responsibilities
Directs all phases of technical services projects from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary contact for internal and external stakeholders for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance. May support the development of new business and/or expand the product lines with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
- Manages programs and project of varied size and complexity; may manage matrixed program and project resources; will direct professional and technical personnel performing in their customary disciplines.
- Maintains aggressive efforts to achieve objectives.
- Prepares resource staffing plans, including skill and labor mix, to support technical program and project execution. May be responsible for recruiting, interviewing, and hiring staff.
- Monitors contract, subcontract, and project funding related to technical program initiatives and in support of the Program Portfolio leadership; prepares forecasts of technical program / project financial performance.
- Acquires follow-on business associated with areas of technical responsibility and supports new business development by leading major technical proposals personally, or in collaboration with other program/project leaders, managers, technical subject matter experts and individual contributors.
Qualifications

- Bachelor's with 15+ years (or commensurate experience)
- Clearance Required: Public Trust

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $125,000 - $200,000 Annually
