Overview
GovCIO is looking for a Technical Systems Analyst to join our Health PMO team. This is a remote working opportunity. This individual is expected to have a proven track record of working remotely with minimal direction. Office hours are M-F 8am-5pm ET. This position is fully remote.
Responsibilities
The candidate should have experience with a civil agency, preferably Veterans Affairs. The environment is dynamic and client needs are often evolving. As such, thought leadership, problem-solving, rapid learning, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution is important. Additionally, flexibility and forward-thinking views are important for success. Working in an Agile delivery model with partners using Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps or other iterative development approaches. As the Technical Analyst, you will assist the other members of the team, reviewing the approaches, test results, Action Items, Risks and other process metrics to help highlight any issues or concerns, and to ensure timely completion of the objectives.
- Provides technical expertise, leadership, and project coordination services to support and maintain continuity of the organizations computer systems and networks.
- Researches, identifies, and recommends software and applications that will improve the stability of systems and networks.
- Researches, identifies, and recommends new hardware, software, and applications to support future and/or complex information systems needs.
- Analyze mission-critical business applications along with existing user manual, BRD, and work- flow
- Examine and evaluate the current system against documentations; analyze, design, and implement complex systems and software solutions
- Produce detailed process flow including system module, I/Os and throughput for each business cases/applications
- Develop/Update technical specifications, and facilitate ‘as-is’ system flow to technical and business users (e.g., legacy system feasibility studies)
- Prepare documentation EPIC and User Story for IT developer/tester on new functionality and supporting material
- Assist with testing, deployment, and maintenance of software applications (Java/J2EE)
- Collaborate with cross-functional teams and different stakeholders to identify/resolve technical issues and ensure the success of the project
- Identifies system impact of changes in business, user needs, external business environment
- Maintains knowledge on developments, trends, and best practices in technology and business networks.
- Performs other related duties as assigned.
Qualifications
Required Skills and Experience
- Bachelor's in Engineering or a related scientific technical discipline and 10 + years experience.(8 additional years of experience in lieu of degree)
- Excellent verbal and written communication skills.
- Excellent interpersonal skills with ability to explain technical issues to technical and nontechnical staff.
- Strong analytical and problem-solving skills.
- Superior understanding of computer and networking hardware and software systems.
- Excellent time management skills.
- Proficient with Microsoft Office Suite or related software.
- Proficient with or able to quickly learn to use a broad array of networking and systems hardware and software.
- A Technical Applications/Systems Analyst must have IT experience in the analysis, design, and integration of information systems and commercial-off-the-shelf (COTS) software.
- Must be well versed in understanding structured analysis and design methodologies for the translation of systems requirements from business needs.
- Must be able to evaluate cost factors and risk.
- Effective at building strong business relationships across teams to ensure a positive customer experience and quality of software projects into production.
- Strong facilitation skills to effectively lead discussions across multiple group.
- Strong written and verbal communication skills and proven ability to effectively work directly with customers, the executive leadership team and technical staff.
- Ability to work in a fast-paced environment - Ability to adjust well in constantly changing environments.
- Must be able to pass a Moderate Public Trust background investigation.
Preferred Skills and Experience
5+ years previous experience as a Systems Analyst
Experience working with API's and/or API Management Tools such as Apigee.
Experience working with Cloud Platforms
API integration with Java, JavaScipt, Python, C#, Ruby, PHP • SQL, PL/SQL
Demonstrated knowledge of terminology, usage, and operating characteristics of hardware, software, and operating system components
Clearance Required: Suitability/Public Trust

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $95,000 - $108,000 Annually
