Job Overview


GovCIO is seeking a candidate for the position of UX Designer (Human Factors Engineering) to support the Department of Veterans Affairs (VA). In this role you will support the VA by applying their deep understanding of industry trends and findings and apply this state-of-the-art knowledge in devising strategies, evaluations, and redesigns to avoid or modify products that have negative impacts.

The ideal candidate will have experience in visualizing how design changes affect the user and will be able to minimize impacts on the user where products are essential. Candidate will have strong critical thinking skills to redesign products to be more user-friendly as well as excellent communication and collaboration skills to effectively address human factor issues with engineering team and senior contract leads. Candidate must have a thorough understanding of all applicable standards. The environment is dynamic, and needs are often evolving; flexibility and forward-thinking views are important for success.


  • Advocate for the needs of people impacted by a solution and develop solutions that meet their needs.
  • Understand foundational HCD principles and should be enthusiastic about creating a strong user experience (UX), have an eye for consistency, and a knack for simplifying complex topics
  • Incorporate HCD into modern software development practices and coordinate with cross-functional teams to achieve a strategic vision
  • Integrate human-centered principles in day-to-day work, fostering a shared understanding of the intersection between design, content, the organization, and engineering
  • Conduct design research (both generative and evaluative)
  • Demonstrate strong experience juggling multiple priorities, often with tight deadlines
  • Must have strong qualitative and quantitative analytical skills 
  • Ability to mockup forms and visualizations
  • Conduct research, analyze information needs, and perform analysis to support the delivery of relevant tasks and artifacts 



Required Skills and Experience

  • Education Requirements: Master’s Degree in computer science, electronics engineering or other engineering or technical discipline required. 10 years of additional relevant experience may be substituted for education
  • Years of work experience required:  4+ 
  • Demonstrated understanding of Human-Centered Design and Agile Practices.
  • Experience applying HCD principles to a problem.
  • Experience with Mockup Tools such as Axure, Mockplus, Balsamiq, Invision, or equivalents
  • Must have strong, collaborative communication skills and writing skills
  • Must be well versed in all Microsoft Office products
  • Ability to work independently with minimal guidance and supervision


Preferred Skills and Experience

  • Experience with VA preferred
  • Experience with JavaScript and CSS
  • Familiar with Compliance Standards such as Section 508 and Web Contact Accessibility Guidelines (WCAG)
