  • Provide strategic Contracting direction and leadership to NSS Sector and field offices. Recommends changes and additions to the contract strategy structure to reflect company and client requirements and alignment with company program and risk mitigation objectives.
  • Act as primary interface with government contracting officers and other clients to ensure contracts are negotiated and executed in a manner which reduces the risk exposure of the organization.
  • Act in the capacity of subject matter expert to provide staff with guidance on and interpretation of FAR and DFAR, terms and conditions, as they relate to the life cycle administration of contracts and grants.
  • Review, update, streamline and enhance efficiency of GovCIO’s Contract/procurement processes.
  • Provide appropriate guidance to HQ (Finance, HR, FP&L, BD, IT) and field staff to ensure GovCIO’s procurement policies and procedures are followed and/or amended, as needed.
  • Propose and oversee the implementation of updated procurement systems, tools and templates, ensuring all required Federal Government requirements are incorporated for various subcontracts, purchase orders, leases, GUCs etc.
  • Review, analyze and/or approve RFPs/RFQs/RFIs, contracts, grants, subcontracts and GUCs awarded in compliance with applicable GovCIO policies and procedures and Federal Government regulations.
  • Advise clients on various contractual provisions and issues and develop resolutions to business disputes.
  • Ensure maintenance of audit-ready contracts and grants files.
  • Responsible for timely resolution of internal and external issues/problems related to contracts and grants administration
  • Prepare subcontractor/grantee monitoring plans, conduct sub-award monitoring in collaboration with project and finance staff, and document monitoring results, including performance, compliance with terms and conditions and budget management
  • Monitor business risks including, but not limited to, tracking funding delays, execution of subcontracts, expired authorizations, delayed payments and advances to subcontractors and vendors
  • Actively assess compliance with terms and conditions of contracts and awards, taking leadership in seeing that deficiencies in compliance are corrected. Contribute to development of Contracts department operations and compliance guidance documents as requested, reinforcing donor/client requirements, reflecting best practices and award monitoring tools and templates
  • Conduct trainings and provide technical assistance and guidance in Contract/procurement policies and procedures for HQ and field office staff
  • Leads, manages and mentors Contracts Managers



Required Skills and Experience

  • Minimum Bachelor’s degree in business administration, international affairs, or related field; Master’s degree or JD preferred
  • Minimum 15 years of executive or senior level leadership experience in government contracts, sub-contracts and procurement management is strongly preferred
  • Extensive knowledge of Federal Government contract/procurement rules and regulations, including FAR and DFAR
  • Experience with various federal awards including contracts, and cooperative agreements
