EITSS-2 Background

The mission of the Department of Transportation is to ensure our nation has the safest, most efficient and modern transportation system in the world; that improves the quality of life for all American people and communities, from rural to urban, and increases the productivity and competitiveness of American workers and businesses.

The Chief Digital & Information Officer (CDIO) leads the Office of the Chief Digital & Information Officer (OCDIO) organization and serves as the principal advisor to the Secretary of Transportation and DOT Operating Administrations on matters involving information technology (IT), information assurance — cybersecurity, privacy, and records management; portfolio management; IT infrastructure and operations; IT innovation and emerging technologies; enterprise data management; and applications and digital solutions. The CDIO oversees the Department’s $3.5 billion annual IT portfolio. OCDIO continues to lead the initiative to provide common IT services in DOT’s Common Operating Environment which serves all Operating Administrations other than FAA.

EITSS-2 Objectives & Scope

The EITSS-2 program will enable DOT to execute COE work requirements, provide visibility and transparency into provider performance, and support DOT’s IT Strategic Plan, “A Path to 1DOT IT. EITSS focuses on three priorities: technology solutions that accelerate the DOT mission, leverages security to innovate for the digital revolution, and drives accountability for results with complete transparency. Scope includes:

  • Program support services including business relationship, project management, governance, etc.
  • Infrastructure management: infrastructure and hosting support, cyber-security, application development
  • End user management: help desk, desktop and wireless support and management for users at headquarters to include DOT field sites
  • Development of knowledge management systems
  • Asset Management, tracking, verification and reporting to include weekly property receipts to enable timely charges to customers
  • Wireless support for issuing, tracking, and troubleshooting devices
  • Support Services for technical, analytical, and management support for telecommunications operations such as conferencing, operators, etc.

Atacan possesses over 30 years of experience leading and managing IT development, implementation, and operations programs in the federal government IT market. He has a strong blend of technical and business acumen and a proven record of success marketing, capturing, and delivering complex projects on time and within budget.

A seasoned, hands-on practicing technology SME, Atacan specializes in CIO support, government modernization and transformation, data center consolidation, IP convergence, and the latest networking technologies such as software defined networks, mobile computing, and cloud computing. He has experience managing and leading large teams (over 100) of network engineers, systems engineers, analysts, and programmers for multi-million dollar contracts in the federal marketplace.

As a proven leader, Pawan aligns our staff, GovCIO capabilities, culture, and values to deliver best in class solutions that exceed our customers’ expectations. As a veteran of the IT consulting industry, he uses his experience to mentor upcoming leaders and staff to help achieve career goals and objectives.

Pawan leads service delivery operations for GovCIO’s financial sector portfolio including CFTC, Pension Benefit Guaranty Corporation (PBGC) and Export-Import Bank of the United States (Ex-Im Bank).
