Overview
GovCIO is currently hiring for a Senior Program Analyst to support enterprise observability, logging, and monitoring services supporting critical federal operations. This position is responsible for coordinating program activities, Agile delivery processes, operational governance, stakeholder communications, and sustainment efforts supporting enterprise Splunk and logging platforms. The Senior Program Analyst works closely with government stakeholders, technical teams, and program leadership to support successful execution of operational priorities, modernization initiatives, and ongoing service delivery. This position will be fully remote within the United States.
Responsibilities
The Senior Program Analyst supports the planning, coordination, execution, and reporting of enterprise observability and logging services. This role serves as a liaison between technical teams, stakeholders, and program leadership to help ensure alignment of operational priorities, project activities, documentation, governance processes, and customer requirements. The Senior Program Analyst supports Agile delivery, change management, operational reporting, process improvement, and sustainment activities across the program.
- Coordinate program activities, schedules, deliverables, and stakeholder communications.
- Support Agile delivery processes, including sprint planning, backlog management, work tracking, and team coordination activities.
- Facilitate communication between engineering teams, stakeholders, and program leadership to support operational priorities and program objectives.
- Support change management activities and maintain compliance with established governance processes.
- Maintain program roadmaps, schedules, action items, and operational deliverables.
- Support operational reporting, metrics collection, performance tracking, and status reporting activities.
- Develop and maintain SOPs, process documentation, governance artifacts, and program records.
- Coordinate onboarding and offboarding activities, training efforts, workshops, and stakeholder engagement activities.
- Support intake management, work prioritization, and backlog tracking processes.
- Track software licensing, utilization metrics, and other operational performance indicators.
- Support compliance, sustainment, and process improvement initiatives associated with enterprise observability and logging services.
- Collaborate with government stakeholders, technical teams, and program leadership to support successful delivery of program objectives.
Qualifications
Required Skills and Experience:
- Bachelor's degree in Business Administration, Information Systems, Project Management, or a related field with 5+ years of relevant experience (or equivalent combination of education and experience).
- Experience supporting IT, infrastructure, cybersecurity, or technology programs.
- Experience supporting Agile delivery processes, sprint planning, backlog management, and work tracking activities.
- Experience coordinating project schedules, deliverables, stakeholder communications, and reporting activities.
- Experience supporting change management, governance, and operational process improvement initiatives.
- Experience developing and maintaining documentation, SOPs, reports, and program artifacts.
- Strong organizational, communication, and stakeholder coordination skills.
- Proficiency with Jira, Microsoft Office applications, and collaboration platforms.
Clearance Required: Ability to obtain and maintain a Public Trust clearance.
Preferred Skills and Experience:
- Experience supporting the Department of Veterans Affairs (VA).
- Certified Scrum Master (CSM), PMI-ACP, PMP, or similar certification.
- Experience supporting enterprise observability, logging, monitoring, cybersecurity, or infrastructure operations programs.
- Familiarity with ServiceNow, SharePoint, and other enterprise collaboration platforms.
- Experience supporting training, knowledge management, and stakeholder engagement initiatives.
- Experience supporting operational reporting, metrics development, and performance management activities.
- Familiarity with software licensing management and technology governance processes.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $70,000 - $80,000 Annually
