Overview

GovCIO is currently hiring Business Requirements Analyst to support Veterans Affairs (VA) Data Modernization initiatives. This role focuses on improving user onboarding, refining data platform intake processes, coordinating workspace provisioning, and ensuring a clear, efficient experience for data users across the VA enterprise. The candidate will analyze business processes, gather and prioritize requirements, and partner with technical teams to deliver scalable and user‑focused solutions. This position is fully remote within the United States.

Responsibilities

• Gather and analyze business requirements to support VA Data Modernization needs, including workspace standardization, user‑intake workflow improvements, and access provisioning enhancements.
• Define and document requirements for pre‑created workspaces with common tools to streamline onboarding and support scalable user adoption.
• Work with stakeholders to refine and document an improved user intake process that maps new users to appropriate workspace types and access pathways.
 • Capture business requirements for automated CDW access provisioning, ensuring authorized users receive the correct baseline access.
 • Translate business needs into clear specifications for workspace provisioning in PreProd or Prod environments, ensuring alignment with user requirements and data needs.
 • Partner with engineering, data platform teams, and SMEs to ensure requirements for linked services, Databricks mount points, catalogs, and access configurations are defined and understood.
 • Coordinate “White Glove” support workflows by identifying high‑touch needs, capturing user expectations, and ensuring timely routing to SMEs.
 • Collect user feedback, identify pain points, and translate insights into recommendations that improve platform usability and satisfaction.
 • Support data-driven analysis to identify trends, bottlenecks, and opportunities to optimize onboarding and user support processes.
 • Prepare reports, dashboards, and presentations to communicate risks, issues, progress, and user-impact metrics to leadership.
 • Maintain and enhance business process documentation, SOPs, and process maps to support consistent execution and continuous improvement.
 • Support integration and use of tools such as SharePoint, ServiceNow, and other VA business applications by documenting requirements and user needs.
 • Lead business communication efforts including outage notifications, stakeholder updates, and cross-team coordination.

Qualifications

Required Skills and Experience:

  • Bachelor’s degree in Business Administration, Information Technology, or a related field. (or commensurate experience) 
  • 12+ years of experience in business analysis, project management, or a similar role. 
  • Strong analytical, problem solving, and communication skills

 

Preferred Skills and Experience:

  • Experience in healthcare, finance, government, or technology environments.
  • Familiarity with project management tools and frameworks such as Jira, ServiceNow, and SharePoint.
  • Experience gathering requirements for data platforms, analytics environments, or enterprise reporting systems.
  • Ability to translate complex technical concepts into clear, actionable business requirements.
  • Strong analytical skills with experience identifying workflow inefficiencies and recommending improvements.
  • Excellent communication, stakeholder engagement, and documentation skills.
  • Experience supporting user onboarding workflows, service intake processes, or enterprise access provisioning.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $145,000 - $165,000 Annually
