The Commodity Futures Trading Commission (CFTC) harnesses information and data technologies to foster open, transparent, competitive, and financially sound markets for the trading of derivatives. In support of CFTC’s mission, the CFTC Chief Information Officer (CIO) is responsible for providing world‐class information technology services across the enterprise. Most services are contained in the Infrastructure Section of the Division of Administration IT Branch (DAIT)
The Chief Information Officer (CIO) directs and oversees the Division of Administration’s IT Section (DAIT) for the management and delivery of all Information Technology (IT) infrastructure, application deployment, sustainment, and management services required to meet the CFTC’s operational needs at established performance levels enabling the Commission to perform its mission. The CIO analyzes business and operational needs to determine how best to deploy state‐of‐the art information technology infrastructure, services, and processes for accomplishing CFTC’s mission.
GovCIO through the CFTC CIOMSS contract provides effective and efficient technology support for the CFTC, including computing, telephony, wireless, wi-fi, audio visual support, network operations and services, hardware, software and image management, data management to include data submissions from industry, business continuity, and customer support operations. These functions are divided into three service areas:

Joe has successfully organized, directed, and managed operation support functions and personnel on IT contracts for customers including CFTC, Securities and Exchange Commission (SEC), Common Securitization Solutions supporting Fannie Mae/Freddie Mac IT’S Universal Mortgage-Backed Securities Implementation, Federal Deposit Insurance Corporation (FDIC), and Transportation Security Administration (TSA .). Joe ensures conformance to contract and task order schedule, cost, and performance requirements with a history of on-time and on-budget deliveries.
His technical background gives him an excellent understanding of all aspects of IT projects, resulting in more accurate schedules and estimates, an ability to engage directly with technical team and technology providers, and ability to identify and propose quantifiable and cost-effective enhancements to improve the CFTC IT infrastructure. His expertise includes, employing AI, automation, VDI, and ServiceNow to improve IT efficiency and effectiveness; ITIL3 Intermediate, and CISSP certifications.
