CIOMSS Background
The Commodity Futures Trading Commission (CFTC) harnesses information and data technologies to foster open, transparent, competitive, and financially sound markets for the trading of derivatives. Accomplishing this requires a strategic focus on simplifying complexity, building technology and data services that enable integration, and delivering modern digital solutions that enable regulatory and operational excellence. In support of CFTC’s mission, the CFTC Chief Information Officer (CIO) is responsible for providing world‐class information technology services across the enterprise. Most services are contained in the Infrastructure Section of the Division of Administration IT Branch (DAIT)
The Chief Information Officer (CIO) directs and oversees the Division of Administration’s IT Section (DAIT) for the management and delivery of all Information Technology (IT) infrastructure, application deployment, sustainment, and management services required to meet the CFTC’s operational needs at established performance levels enabling the Commission to perform its mission. The CIO analyzes business and operational needs to determine how best to deploy state‐of‐the art information technology infrastructure, services, and processes for accomplishing CFTC’s mission.
CIOMSS Objectives & Scope
GovCIO through the CFTC CIOMSS contract provides effective and efficient technology support for the CFTC, including computing, telephony, wireless, wi-fi, audio visual support, network operations and services, hardware, software and image management, data management to include data submissions from industry, business continuity, and customer support operations. These functions are divided into three service areas:
User Operations
- Manages the Customer Support Center (CSC) and is responsible for providing remote and/or in-person Tiers I, II and III support to the CFTC user community for all their technology needs, including computing, connectivity, user Network Account Management (Active Directory and PIV), telephony, wireless and audio-visual support, etc., regardless of location.
- The CSC is the central hub for receiving and processing all support requests for resolution or routing to the appropriate entities for support and resolution.
Network Operations
- Responsible for sustaining an efficient, stable, and secure network environment with CFTC’s available resources providing network support, administration, enhancements, and integration services to the CFTC.
- Responsible for hybrid cloud model including both AWS and Azure Clouds.
Client Engineering
- Responsible for the management, packaging, testing and deployment of custom and IT Commercial-Off-The-Shelf (COTS) user software.
- Desktop patch management, operating systems (OS and COTS), Image Management (networked, non-networked standard images for laptops/desktops).
- System Center Configuration Manager (SCCM)/Microsoft Endpoint Configuration Manager (MECM) and associated support and escalations.
Meet Our CIOMSS Program Leadership
Joe has 17 years’ combined IT and management experience. Joe has successfully organized, directed, and managed operation support functions and personnel on IT contracts for customers including CFTC, Securities and Exchange Commission (SEC), Common Securitization Solutions supporting Fannie Mae/Freddie Mac IT’S Universal Mortgage-Backed Securities Implementation, Federal Deposit Insurance Corporation (FDIC), and Transportation Security Administration (TSA .). Joe ensures conformance to contract and task order schedule, cost, and performance requirements with a history of on-time and on-budget deliveries.
His technical background gives him an excellent understanding of all aspects of IT projects, resulting in more accurate schedules and estimates, an ability to engage directly with technical team and technology providers, and ability to identify and propose quantifiable and cost-effective enhancements to improve the CFTC IT infrastructure. His expertise includes, employing AI, automation, VDI, and ServiceNow to improve IT efficiency and effectiveness; ITIL3 Intermediate, and CISSP certifications.
As a GovCIO Fed Civ operations leader, Pawan is an IT Modernization expert with more than 25 years’ experience in the delivery of IT Operations, Agile Software Development and DevSecOps services to Federal agencies and global commercial organizations. As a proven leader, Pawan aligns our staff, GovCIO capabilities, culture, and values to deliver best in class solutions that exceed our customers’ expectations. As a veteran of the IT consulting industry, he uses his experience to mentor upcoming leaders and staff to help achieve career goals and objectives.
Pawan leads service delivery operations for GovCIO’s financial sector portfolio including CFTC, Pension Benefit Guaranty Corporation (PBGC) and Export-Import Bank of the United States (Ex-Im Bank).
Brent is an experienced strategic recruiting lead with a demonstrated history of working in information technology and corporate services. He has over 13 years of experience supporting technical recruiting, screening, and management for federal government contractors and contracts.
Atacan possesses over 30 years of experience leading and managing IT development, implementation, and operations programs in the federal government IT market. He has a strong blend of technical and business acumen and a proven record of success marketing, capturing, and delivering complex projects on time and within budget.
A seasoned, hands-on practicing technology SME, Atacan specializes in CIO support, government modernization and transformation, data center consolidation, IP convergence, and the latest networking technologies such as software defined networks, mobile computing, and cloud computing. He has experience managing and leading large teams (over 100) of network engineers, systems engineers, analysts, and programmers for multi-million dollar contracts in the federal marketplace.
